The Ministry of Rural Development provided a comprehensive update on road construction achievements under the Pradhan Mantri Gram Sadak Yojana (PMGSY) program in a written reply to Rajya Sabha. Since inception, a total of 1,98,011 roads covering 8,55,980.33 km and 12,576 bridges have been sanctioned, with 1,85,651 roads covering 7,96,940.94 km and 10,833 bridges actually constructed across various program verticals.
The vertical-wise breakdown shows PMGSY-I has constructed 1,63,851 roads (6,25,488.10 km) and 7,257 bridges; PMGSY-II completed 6,634 roads (49,130.23 km) and 750 bridges; RCPLWEA built 1,086 roads (9,961.60 km) and 586 bridges; PMGSY III constructed 13,408 roads (1,08,970.37 km) and 2,240 bridges; PM-JANMAN completed 672 roads (3,041.95 km) with no bridges; while PMGSY-IV has constructed 0 roads but 348.69 km of road length with no bridges.
Under the PM-JANMAN program, the government targets constructing 8000 km of road length including bridges to provide all-weather connectivity to Particularly Vulnerable Tribal Groups habitations by March 2028. As of July 26, 2026, Rs. 1218 crore has been released against an allocation of Rs. 4708 crore, with expenditure reaching Rs. 1542 crore.
The Vibrant Villages Programme-I (VVP-I) has sanctioned 113 roads covering 1,085 km and 35 bridges to connect 137 habitations along northern international borders. As of July 26, 2026, 10 roads covering 248 km have been completed with Rs. 996.72 crores released. VVP-II is being implemented in convergence with PMGSY IV.
The Ministry has implemented new technology initiatives requiring States/UTs to adopt new materials and technologies in road construction. The revised "Vision Document on New Technology Initiatives & Guidelines-2022" mandates that State Governments propose minimum 50% of total length of annual proposals under New/Green Technologies including cement stabilization, lime stabilization, cold mix, waste plastics, cell-filled concrete, paneled cement-concrete pavement and fly ash.
Under PMGSY-III, which focuses on connecting habitations to key facilities, a total of 6,96,620 facility centres have been connected, including 1,38,637 agricultural markets, 1,46,784 educational centres, 82,806 medical centres, and 3,28,393 transportation hubs.
The maintenance framework requires contractors to provide maintenance during the five-year Defect Liability Period (DLP) through Performance-Based Maintenance Contracts with payments linked to service levels. Monitoring includes regular inspections by Programme Implementation Units and State Quality Monitors, digital monitoring through the eMARG platform, and a three-tier quality monitoring system comprising PIUs, SQMs, and National Quality Monitors. Contractual remedies include withholding payments, forfeiture of performance security, and execution of repairs at contractor's cost for non-compliance.
