The Ministry of Health and Family Welfare reported that as of 26 June 2026, 100% of public healthcare facilities in India have been assessed using the IPHS Digital Toolkit, with 64% of these facilities scoring above 50% on compliance with Indian Public Health Standards (IPHS) 2022. The Ministry provides technical and financial support to States and Union Territories under the National Health Mission (NHM) based on Programme Implementation Plans (PIPs) to strengthen public healthcare systems, particularly in rural and underserved areas, with approvals given via Record of Proceedings (RoPs). States and UTs are expected to ensure Primary Health Centres (PHCs) and Community Health Centres (CHCs) are functional with adequate staff, equipment, medicines, and diagnostics as per IPHS.
An open-source toolkit and web-based dashboard (www.iphs.mohfw.gov.in) were launched on 28 June 2024 to facilitate self-assessment by facilities, including Ayushman Arogya Mandirs, enabling real-time monitoring and data-driven decision-making to identify gaps and implement interventions. For strengthening 24x7 emergency services, obstetric care, and diagnostic facilities, the Ministry's support includes engagement of human resources, provision of essential drugs, diagnostics, medical equipment, infrastructure strengthening, establishment of Ayushman Arogya Mandirs (AAMs), ensuring 24x7 services and First Referral Units (FRUs), and implementation of quality initiatives like the National Quality Assurance Standards (NQAS).
The Free Diagnostics Service Initiative under NHM provides accessible and affordable pathological and radiological diagnostics services free of cost at public health facilities to reduce Out-of-Pocket Expenditure (OOPE), with 14 tests at Sub Centers, 63 at Primary Health Centers, 97 at Community Health Centres, 111 at Sub District Hospitals, and 134 tests at District Hospitals. For obstetric care, comprehensive maternal healthcare services are supported under NHM, including antenatal care, institutional deliveries, skilled birth attendance, emergency obstetric care, postnatal care, referral transport, and free services under Janani Shishu Suraksha Karyakram (JSSK) and Janani Suraksha Yojana (JSY) to ensure safe motherhood and reduce maternal and neonatal mortality. The Union Minister of State for Health and Family Welfare, Shri Prataprao Jadhav, provided this update in a written reply in the Rajya Sabha on 4 August 2026.
