The Ministry of Women and Child Development provided an update on the One Stop Centre (OSC) scheme, which offers integrated support services including medical aid, legal aid, temporary shelter, police assistance, and psycho-social counselling to women affected by violence and distress. Since inception on April 1, 2015, through June 30, 2026, 1033 OSCs have been administratively approved with 991 currently operational across the country, assisting over 15.20 lakh women nationwide.
In Uttar Pradesh specifically, 124 OSCs are operational, including 7 operationalized during 2024-25 and 36 during 2025-26. The state has assisted over 3.42 lakh women since inception, with 37,360 women assisted during 2024-25 and 52,278 women during 2025-26.
The scheme operates under Mission Shakti, a Centrally Sponsored Scheme where implementation lies with State Governments and UT Administrations. The Central Government provides 100% financial assistance to states and UTs under the Sambal sub-scheme, with adequate staff and infrastructure support provided for smooth operationalization. Funds are released based on Department of Expenditure guidelines prescribed for Single Nodal Agency (SNA) or SNA SPARSH of the Public Financial Management System (PFMS).
The Ministry has standardized capacity building sessions for OSC functionaries by engaging expert resource persons from NIMHANS, UNFPA, SPNIWCD, NALSA, and National Informatics Centre (C-DAC) for technical sessions on psycho-social counselling, gender-based violence case management, gender sensitization, and dashboard operations.
To strengthen convergence and ensure seamless access to support services, OSCs have been integrated with the Women Helpline, with 661 OSCs integrated so far. This integration allows women to be referred to appropriate services in a timely manner. The Women Helpline has also been integrated with the Emergency Response Support System (ERSS-112), Child Helpline (1098), and other relevant service delivery mechanisms for prompt emergency response and effective inter-agency coordination.
Monitoring occurs through annual Programme Approval Board (PAB) reviews with States and UTs to assess progress and achievement of objectives, along with continuous review by Ministry officials through meetings, video conferencing, and field visits. The Ministry has developed a Mission Shakti Dashboard that facilitates real-time tracking of scheme functioning at district, state, and national levels.
