Skill Development Initiatives in Indian Capital Goods Sector
The Ministry of Heavy Industries has implemented multiple skill development initiatives under the Scheme for Enhancement of Competitiveness in the Indian Capital Goods Sector. The ministry established four Smart Advanced Manufacturing and Rapid Transformation Hub (SAMARTH) Centres to promote Industry 4.0, which have trained approximately 33,000 persons. Additionally, a Common Engineering Facility Centre (CEFC) was set up at the Welding Research Institute of Bharat Heavy Electricals Limited (BHEL) in Trichy for advanced welding technologies skilling, which has trained over 8,500 persons during the last three years.
Qualification Package Development
The initiative includes the development of 23 Qualification Packages by the Automotive Skills Development Council (ASDC), another 23 Qualification Packages by the Capital Goods Skill Council (CGSC), and the creation of 12 Qualification Packages by the Infrastructure Equipment Skill Council (IASC SSC).
MSDE's Skilling Ecosystem
The Ministry of Skill Development and Entrepreneurship (MSDE) has strengthened the skilling ecosystem through flagship schemes including Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), and the National Apprenticeship Promotion Scheme (NAPS) across all sectors including heavy industries and manufacturing. Under PMKVY 4.0, which has been implemented since FY 2022-23, a total of 27,31,699 candidates have been trained during the last three years through 16,946 training centers, including 6,993 educational institutions such as schools, colleges, ITIs, universities, skill universities, and polytechnics as of June 30, 2026.
ITI Enrollment Data
Total enrollment in Industrial Training Institutes (ITIs) in courses under the Craftsmen Training Scheme (CTS) specifically for the Capital Goods & Manufacturing sector during the last three years reached 12,53,158 students. The PMKVY 4.0 scheme operates on a demand-driven model where training centers are accredited/affiliated based on proposals submitted by Project Implementing Agencies, taking skill gap analysis into account.
