Mission Karmayogi, the National Programme for Civil Services Capacity Building (NPCSCB), was approved by the Government of India in September 2020 with the objective of transitioning from a 'rule-based' to 'role-based' HR system and creating civil servants with a global outlook while maintaining Indian ethos. The program's iGOT Karmayogi digital learning portal has achieved significant scale with over 1.7 crore registered users and more than 14.42 crore course completions to date. The platform hosts an extensive curriculum of 5,600 courses across domain, functional, and behavioural competencies, totaling 6,953 hours of learning content available in 23 languages including English and Hindi.

The program has expanded to include employees from Central Government, States/UTs, as well as urban and rural local bodies to strengthen continuous capacity building across all government levels. Capacity Building Plans are being developed for all Ministries, Departments, and Organisations (MDOs) to ensure role-based training alignment. The Department of Personnel and Training (DoPT), along with the Capacity Building Commission (CBC) and SPV Karmayogi Bharat (KB), continuously monitors progress and provides necessary support to stakeholders. The government promotes digital learning through initiatives like National Learning Week - Karmayogi Saptah held in October 2024 and SADHANA Saptah in April 2026 to encourage continuous learning among civil servants.
