The Ministry of Environment, Forest and Climate Change (MoEFCC) commenced the Implementation Phase of Special Campaign 6 on October 2, 2026, which will run through October 31, 2026. The campaign aims to institutionalize Swachhata (cleanliness) and minimize pendency across all Ministry offices, including Subordinate Offices, Autonomous Organisations, Regional Offices, and other field offices, with particular emphasis on offices having public interface or providing public services.
This year's campaign, conducted in accordance with Department of Administrative Reforms and Public Grievances (DARPG) guidelines, focuses specifically on "Effective Collection, Segregation and Disposal of E-Waste" alongside cleanliness of campaign sites, disposal of pending matters, records management, space management, process simplification, and disposal of redundant items and furniture. The Ministry has communicated campaign guidelines and a Standard Operating Procedure (SOP) for scientific disposal of e-waste to all its organisations and offices.
During the preparatory phase, MoEFCC identified specific targets across various parameters. For pendency liquidation, the ministry targets clearing 37 references from Members of Parliament, 16 parliamentary assurances, 4 state government references, 445 public grievances, 96 public grievance appeals, and 2 PMO references. For record management, the ministry aims to review 12,234 physical files and 14,164 e-files. Regarding e-waste disposal, the ministry has identified 1,425 units of Information Technology and Telecommunication Equipment, 1,058 units of Consumer Electrical and Electronics and Photovoltaic Panels, 333 units of Large and Small Electrical and Electronic Equipment, 42 Electrical and Electronic Tools, 13 Toys, Leisure and Sports Equipment, 3 Medical Devices, 23 Laboratory Instruments, and 374 units in the Others category, totaling 3,271 e-waste items.
The e-waste will be processed in accordance with applicable Rules and the DARPG-finalized SOP guidelines. Nodal Officers have been designated to coordinate and monitor activities, ensure timely reporting, and facilitate achievement of the identified targets. Progress will be monitored through the Special Campaign for Disposal of Pending Matters (SCDPM) Portal of DARPG, which will be updated regularly throughout the implementation phase.
