Ministry of Rural Development Policy Framework and Monitoring
The Ministry of Rural Development (MoRD) has clarified that there is currently no proposal for an integrated master plan for rural infrastructure and livelihood development for each Lok Sabha Constituency. This information was provided by Minister of State for Rural Development Shri Kamlesh Paswan in a written reply to Lok Sabha on August 11, 2026.
MoRD continues to implement its existing rural development programs including Pradhan Mantri Gram Sadak Yojana (PMGSY) focused on road infrastructure, Viksit Bharat – Guarantee for Rozgar & Ajeevika Mission (Gramin) (VB-G RAM G) for employment generation, and Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) for livelihood opportunities and women empowerment. These programs are implemented across all states including Bhind and Datia districts of Madhya Pradesh.
Implementation Framework and Monitoring Mechanisms
The implementation framework requires States/UTs to conceive project proposals for infrastructure including roads and sustainable assets, identify beneficiaries, and generate demand for employment and livelihood programs based on actual local requirements for improving rural quality of life. These programs are implemented in convergence with various central and state schemes to optimize rural development pace.
MoRD has established a comprehensive multi-level monitoring system including Performance Review Committee Meetings, National Level Monitors (NLMs), Area Officers Schemes, Common Review Mission, Mid-Term Review, Labour Budget meetings, Programme Review meetings, Concurrent Evaluation and Impact Assessment Studies. District Level Development Coordination and Monitoring Committees (DISHA) are constituted under the chairpersonship of respective Members of Parliament to ensure effective and timely implementation of key schemes at district level, fostering coordination among elected representatives of Parliament, State Legislatures, and Local Governments.
