The Ministry of Rural Development provided detailed information on fund releases under the Rural Self Employment Training Institutes (RSETIs) scheme in response to Lok Sabha Unstarred Question No. 1530. RSETIs conduct demand-driven Skill Development Programmes (SDPs), Entrepreneurship Development Programmes (EDPs), and Entrepreneurship Awareness Programmes (EAPs) to promote self-employment among rural unemployed youth, operating under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM) with funds released to States/UTs on a reimbursement basis.
Total funds released across all states and union territories over the last five years amounted to ₹100,919.16 lakh, with annual releases showing a generally increasing trend: ₹8,385.06 lakh in 2021-22, ₹18,701.96 lakh in 2022-23, ₹19,305.07 lakh in 2023-24, ₹22,312.39 lakh in 2024-25, ₹26,675.16 lakh in 2025-26, and ₹13,535.52 lakh in 2026-27 (till 24th July 2026). Madhya Pradesh received the highest cumulative allocation at ₹12,254.09 lakh over the period, while several states including A&N Islands, D&N Haveli, and Lakshadweep received zero funds in multiple years.
The program specifically targets women, Scheduled Castes, Scheduled Tribes, Other Backward Classes, and vulnerable groups through convergence with State Rural Livelihood Missions (SRLMs), District Rural Development Agencies (DRDAs), and Self Help Groups (SHGs). Post-training support includes counseling, mentoring, bank credit linkage facilitation, enterprise establishment support, and regular follow-up to promote sustainable self-employment.
For Andhra Pradesh, detailed district-wise data shows total releases of ₹2,548.10 lakh in 2026-27, covering 13 districts with Vizianagaram receiving the highest allocation (₹481.17 lakh), followed by Krishna (₹266.18 lakh) and Chittoor (₹256.69 lakh). The state received no funds in 2021-22, 2024-25, and 2025-26, with ₹1,566.05 lakh released in 2022-23 and ₹1,566.06 lakh in 2023-24. The ministry noted that reimbursement claims for FY 2025-26 are yet to be received from Andhra Pradesh, and releases for 2026-27 include claims from previous years.
