PARIVARTAN Scheme Implementation Update
The Ministry of Road Transport & Highways (MoRTH) is implementing the PARIVARTAN (Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) Scheme, which was approved by the Union Cabinet on June 3, 2026. The scheme aims to replace over 2 lakh trucks and buses conforming to Bharat Stage (BS)-IV or prior emission norms registered in Delhi-NCR with BS-VI or stricter norm compliant or electric vehicles.
With a total financial outlay of ₹9,585 crore, including ₹5,041 crore in budgetary support from the Central Government, the scheme is funded through the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs. Eligible beneficiaries receive a comprehensive incentive package including 5% interest savings on vehicle loans for 5 years, 100% road tax waiver for 10 years with full registration fee waiver (already notified by Delhi, Haryana, Rajasthan and Uttar Pradesh), at least 8% discount on ex-showroom price from participating OEMs, and either monthly fuel vouchers ranging from ₹1,200 to ₹4,800 for five years for BS-VI diesel/CNG vehicles or one-time incentives ranging from ₹64,000 to ₹2.56 lakh for electric vehicles.
Since its launch on July 14, 2026, the scheme has gained significant traction with over 1,300 beneficiaries registered on the PARIVARTAN Portal as of August 27, 2026. The implementation framework includes 42 banks and NBFCs onboarded to provide interest subvention on vehicle loans and memoranda of understanding signed with 15 auto OEMs to extend discounts. A multi-pronged awareness campaign spanning print, electronic, digital media and outdoor publicity at fuel stations, transport nagars, toll plazas and RTOs across Delhi-NCR is underway to drive wider registration. The first vehicle purchase under the scheme was made by Sh. Mahendra Singh in Alwar, Rajasthan on August 19, 2026.
