The Ministry of Statistics & Programme Implementation (MoSPI) provided details on its infrastructure project monitoring system in response to a Rajya Sabha query. The Ministry is mandated to monitor the status of all ongoing Central Sector Infrastructure Projects costing ₹150 crore and above through its online portal and web monitoring system called 'Project Assessment Infrastructure Monitoring and Analytics for Nation-Building (PAIMANA)'. All line Ministries, Departments, and Implementing Agencies regularly update project information on the PAIMANA portal via APIs and data entry mode.
Project-wise details of all ongoing infrastructure projects are available in the Flash Report published by the Ministry on its dedicated website https://paimana-proj.mospi.gov.in/ReportPage. The PAIMANA portal features rich data analytics, output-oriented reports, and customizable dashboards and reports to facilitate apex-level monitoring.
The Ministry identified that reasons for time and cost overruns are project-specific, depending on various technical, financial, and administrative factors. However, based on reports from project implementing agencies, the main reasons for delay in projects include: Land Acquisition issues, Forest/Wildlife/Environmental clearances, Law and Order issues, Utility Shifting, Delay in Civil Work, and other factors.
All stakeholders (Infrastructure Line Ministries/Departments) are regularly apprised of their project execution based on data analytics available on PAIMANA, enabling required interventions in managing project execution. Regular coordination with stakeholders occurs through monthly review meetings and other communications, contributing to evidence-based monitoring. Login credentials providing access to customized dashboards have been shared with all Line Ministries and Departments, giving them direct access to the portal for reviewing project progress.
