The Ministry of Statistics and Programme Implementation (MoSPI) has released the quarterly update of its PAIMANA (Project Assessment, Infrastructure Monitoring & Analytics for Nation-building) Performance Dashboard, which was originally launched on April 16, 2026. The dashboard provides standardized performance indicators across key infrastructure sectors to strengthen evidence-based monitoring and policymaking. The latest update incorporates recent data from respective Ministries/Departments and expands the monitoring framework to 165 indicators, including 44 new additions, while enhancing transparency through a unified publicly accessible platform with interactive visualization and time-series analysis.
The dashboard monitors infrastructure performance using a standardized framework based on five dimensions: Access, Quality, Fiscal Cost & Revenue, Utilization, and Affordability. The distribution of indicators across infrastructure sub-sectors shows Ports, Shipping & Waterways with the highest number of indicators (62), followed by Railways (37), Civil Aviation (31), Power (14), Telecommunications (13), and Roads (8).
Sector-wise performance highlights show significant growth across all infrastructure domains. In Civil Aviation, cargo carried in April 2026 reached 98,920.10 tonnes, registering 11.8% growth over April 2025, while the number of aerodromes increased to 165, representing an increase of 81 since 2014. In FY 2026-27 (up to May), passenger traffic reached 7.1 crore and cargo handled stood at 7.3 lakh tonnes (10.6% YoY growth), with 10.52 lakh foreign tourist arrivals during April-May FY 2026-27.
The Telecommunications sector sustained strong digital growth with wireless/mobile data consumption reaching 2,85,376 petabytes during FY 2025-26, representing 24.7% year-over-year growth. The number of telephone subscribers increased from 120.17 crore in FY 2024-25 to 133.06 crore in FY 2025-26, recording 10.7% growth. Telecom infrastructure expanded to 8.55 lakh towers (3.7% YoY) and 32.25 lakh Base Transceiver Stations (7.4% YoY), while tele-density improved to 93.26% in FY 2025-26.
Road Transport and Highways sector maintained steady progress with 9,360 km of National Highways constructed during FY 2025-26. Digital tolling strengthened significantly with electronic toll collection transactions rising to Rs. 88 crores in FY 2026-27 (up to May), representing 39.7% year-over-year growth.
Ports, Shipping & Waterways sector recorded steady growth with 2.06 crore passenger traffic at non-major ports during FY 2024-25. Coastal cargo handling increased to 196,808.7 thousand tonnes (3.09% YoY) at major ports and 142,219.4 thousand tonnes at non-major ports. India's fleet expanded to 1,592 vessels in 2025 (3% YoY), while sea-borne trade nearly doubled from 76 million tonnes in 2015 to 145 million tonnes in 2023. The inland water vessel fleet stands at 10,623 in 2024-25, supported by navigable waterways expansion to 29,151.9 km in FY 2024-25.
Railways sector improved both freight and passenger performance, with the average carrying capacity of Broad Gauge wagons increasing to a record 64.0 tonnes per wagon in 2024-25 compared to 60.8 tonnes in 2015-16. The average number of passengers carried per day reached 19.98 million in 2024-25, representing 5.8% year-over-year growth. The rail network expanded to over 1.37 lakh track kilometers in 2024-25, with average freight load per wagon increasing to about 68 tonnes.
Power sector is poised for significant expansion in energy storage, with storage requirements projected to increase more than tenfold from 87 GWh in 2027-28 to 888 GWh by 2035-36. This growth is driven by rapid deployment of Battery Energy Storage Systems (BESS) and Pumped Storage Plants (PSPs), with capacities projected to reach 94 GW and 80 GW respectively by 2035-36, reflecting India's strategic focus on strengthening grid reliability and enabling higher renewable energy integration.
The PAIMANA Performance Monitoring Dashboard represents a major step towards enhancing transparency, efficiency, and accountability in infrastructure monitoring.
