MoSPI Proposes Expansion of Index of Services Production Coverage
The Ministry of Statistics & Programme Implementation (MoSPI) has published an approach paper detailing plans to significantly expand the scope and coverage of the Index of Services Production (ISP). The services sector currently drives more than half of India's national Gross Value Added (GVA), making accurate monitoring of its performance crucial for economic measurement.
Currently, MoSPI compiles a monthly ISP for the formal sector on a trial basis using 2024–25 as the base year, initiated in July 2026. The existing framework tracks 19 broad service sub-sectors relying on high-frequency administrative data sources and GST outward supplies data, which collectively account for approximately 60% of services-sector GVA. However, this framework excludes core government tasks, non-market activities, and GST-exempt services.
The proposed expansion aims to incorporate three major service areas previously excluded: Education, Human Health & Residential Care, and Public Administration & Defence. Together, these three sectors represent nearly 21% of services GVA for the 2024–25 period. Successful incorporation would elevate the total coverage of the monthly ISP to approximately 80% of the entire services-sector GVA, creating a more comprehensive and representative index.
This expanded framework will enable aggregation of sub-sectoral indices into a unified Index of Services Production that provides a more accurate reflection of short-term movements in India's services sector. MoSPI is inviting views and comments from experts, academicians, central government ministries/departments, state governments, financial institutions, and other stakeholders on the proposed methodology.
