MoSPI Releases Draft GSDP Expenditure Compilation Guidelines

The National Statistics Office (NSO), Ministry of Statistics & Programme Implementation (MoSPI), has prepared and released a draft guideline for the compilation of Gross State Domestic Product (GSDP) estimates from the expenditure side with base year 2022-23. The document provides a uniform and comprehensive framework for all States and Union Territories to ensure consistency, comparability, and methodological standardization under the revised base year framework.

The draft guideline elaborates on concepts, coverage, data sources, estimation procedures, and methodologies for compiling GSDP from the expenditure approach. It covers all major expenditure components including Private Final Consumption Expenditure (PFCE), Government Final Consumption Expenditure (GFCE), Gross Fixed Capital Formation (GFCF), Changes in Inventories, Valuables, and Net Exports. Currently, some States/UTs compile estimates for GFCF and GFCE, but no State/UT currently compiles PFCE estimates, making this document particularly significant for establishing comprehensive estimation capabilities.

The guideline emphasizes the use of State-specific data sources and appropriate allocation indicators for estimating various expenditure components where feasible. For cases where direct State-level data are unavailable, the document recommends suitable allocation methodologies and relevant indicators to derive State-wise estimates in a consistent and comparable manner.

This expenditure-side compilation approach serves as an important complementary method to the production/income-side estimation of GSDP, enabling a more comprehensive assessment of economic activity at the State/UT level. The estimates will contribute to strengthening the State-level national accounts framework and improving consistency with national-level methodology.

The release represents a significant step toward harmonizing estimation practices across States/UTs and strengthening the statistical capacity of State Directorates of Economics and Statistics (DESs).
