The Ministry of Tribal Affairs (MoTA) and Karmayogi Bharat signed a Memorandum of Understanding on October 13, 2026, to develop and operate the Tribal Affairs Capacity Building Platform under the iGOT Karmayogi framework. This initiative extends the capacity-building framework of Mission Karmayogi, previously focused on civil servants, to Adi Karmayogi Volunteers (AKVs) and functionaries implementing tribal development schemes at the grassroots level.
The program is part of the Adi Karmayogi Abhiyan, which institutionalizes over 76,000 Adi Sewa Kendras (ASKs) and a network of over 1,54,000 AKVs as sustainable village-level platforms for facilitation and citizen engagement. According to state-reported data, 60,507 ASKs and 1,22,072 AKVs have been registered so far on the portal.
A dedicated AKV microsite on iGOT will provide standardized, mobile-friendly learning resources accessible anytime, anywhere, covering tribal development schemes and volunteer responsibilities with assessments and certification. The platform allows central content updates and simultaneous dissemination to all volunteers while tracking learning progress state-wise.
Karmayogi Bharat will host, operate, and maintain the platform, provide technical support and analytics, and report progress. MoTA will identify target groups, develop and approve content, nominate learners, and promote platform adoption. A joint Steering Committee will review progress and address implementation issues.
The digital platform complements a three-day in-person training program for AKVs to be delivered by State Administrative Training Institutes in partnership with State Tribal Welfare Departments. Four priority states—Maharashtra, Odisha, Goa, and Tripura—are expected to complete training by October 31, 2026, while all states should complete it by December 31, 2026.
Current progress shows the AKV microsite is operational, with instructional videos disseminated via bulk SMS to over 1,25,000 AKVs. Over 500 AKVs have logged in and enrolled in courses, with 646 course enrolments, 235 course completions, and 112 volunteers having successfully completed at least one course. Orientation sessions for State ATIs have been completed, with sample training calendars and guidance materials shared.
