The Ministry of Skill Development and Entrepreneurship (MSDE), in collaboration with the National Skill Development Corporation (NSDC), has announced the Skills Outcomes Fund (SOF), an innovative public-private blended finance mechanism with a proposed corpus of ₹530 crore. This includes ₹225 crore committed by the Ministry and ₹305 crore to be sourced from private Corporate Social Responsibility and philanthropic funders.
The SOF represents a fundamental shift from activity-based to outcomes-based funding, where payments to empanelled training providers are directly linked to the achievement and independent verification of predefined employment milestones. The funding mechanism splits the total agreed training cost per candidate across three verified milestones: Certification (30%), Job Placement (40%), and three-Month Retention (30%). No programmatic payments are made upon candidate enrolment.
The program incorporates a strong inclusion lens targeting priority social groups including women candidates and youth from low-income households, with prioritization given to disadvantaged areas to ensure demographically and geographically diverse coverage. SOF introduces a demand-driven, employer-led training model where training partners work backwards from actual market vacancies, aligning incentives with employers and industry to improve employment opportunities.
Existing frameworks like Kaushal Melas and PM National Apprenticeship Melas will facilitate placements and apprenticeship opportunities for certified candidates. The program leverages MSDE's Skill India Digital Hub (SIDH) platform, which offers industry-relevant skill courses, job opportunities, and entrepreneurship support, and is integrated with the National Career Service portal of the Ministry of Labour & Employment to provide access to jobs and apprenticeship opportunities across preferred geographies.
The information was formally announced by Minister of State (Independent Charge) Shri Jayant Chaudhary in a written reply in the Rajya Sabha on August 12, 2026.
