MSDE and MoWCD Organize Orientation Session for NAVYA 2.0 Rollout
The Ministry of Skill Development and Entrepreneurship (MSDE), in collaboration with the Ministry of Women and Child Development (MoWCD), organized a one-day orientation session at Kaushal Bhawan, New Delhi on October 6, 2026, as a preparatory step towards the formal launch of Nurturing Aspirations Through Vocational Training for Young Women and Adolescent Girls 2.0 (NAVYA 2.0). The session was chaired by Smt. Debashree Mukherjee, Secretary of MSDE, and Shri Anil Malik, Secretary of MoWCD.
During the session, the Standard Operating Procedure (SOP) for NAVYA 2.0 was released, providing a structured framework for coordinated implementation at the district level. The orientation brought together District Collectors/District Magistrates, Regional Directors of Regional Directorates of Skill Development & Entrepreneurship (RDSDEs), Principals of Industrial Training Institutes (ITIs), Child Development Project Officers (CDPOs), and other key stakeholders from participating districts.
Program Expansion and Target Demographic
NAVYA 2.0 builds upon the experience of the NAVYA pilot project launched on June 24, 2025, from Sonbhadra, Uttar Pradesh, which was implemented across 27 districts in 19 States/UTs. The expanded NAVYA 2.0 will cover 100 Aspirational Districts in 24 States/UTs, targeting young women and adolescent girls in the age group of 16-25 years. The initiative seeks to provide relevant vocational training and create pathways toward entrepreneurship, apprenticeship, and sustainable livelihood opportunities.
Implementation Framework and Stakeholder Roles
The orientation session included dedicated sessions on the Role and Responsibility of all stakeholders, Skill India Digital Hub (SIDH), the National Apprenticeship Promotion Scheme (NAPS), and entrepreneurship awareness and opportunities. The National Institute for Entrepreneurship and Small Business Development (NIESBUD) conducted a dedicated session on entrepreneurship. The sessions focused on familiarizing stakeholders with revised provisions of NAVYA 2.0, digital processes, institutional roles and responsibilities, apprenticeship opportunities, and entrepreneurship pathways.
The initiative represents a program of convergence between skill development and women's economic empowerment, with the objective of adopting a holistic approach that addresses not only skills but also the broader aspirations and requirements of women, enabling them to access dignified, sustainable, and empowering economic opportunities.
