Ministry of Skill Development and Entrepreneurship PMKVY Review

The Pradhan Mantri Kaushal Vikas Yojana (PMKVY), launched in 2015, has evolved through four phases toward a demand-driven, industry-aligned skilling framework. PMKVY 4.0 prioritizes training targets based on national priorities, State and District Skill Development Plans, industry demand, and skill-gap assessments, with emphasis on new-age job roles in Artificial Intelligence, cyber security, semiconductors, 5G, Internet of Things, drone technology, green energy, and additive manufacturing.

A significant development is the establishment of a Skills Outcomes Fund through a Memorandum of Understanding between the Ministry and NSDC on July 15, 2026, with a proposed corpus of approximately ₹530 crore. The fund aims to mobilize government support, CSR investments, and philanthropic capital to support over 200,000 youth through industry-aligned skilling, employment, entrepreneurship, and sustainable livelihood pathways. It will also serve as a platform for piloting innovative approaches including skill vouchers, skills-financing mechanisms, and entrepreneurship-led models.

Performance Metrics and Evaluation Results

The Skill Impact Bond, launched through NSDC, has exceeded its four-year target of 50,000 youth by enrolling 51,869 candidates and certifying 48,437 as of July 1, 2026, with at least 60% women beneficiaries.

Independent evaluations demonstrate positive outcomes: A NITI Aayog study (October 2020) found 94% of employers willing to hire more PMKVY-trained candidates, with 52% of placed candidates reporting higher salaries. An Arun Jaitley National Institute of Financial Management evaluation of PMKVY 4.0 revealed an 18.8 percentage point increase in employment, with the combined share of employed and self-employed Short Term Training candidates rising from 26.6% pre-training to 45.4% post-training. Income outcomes showed 41.4% of STT candidates and 48.9% of Recognition of Prior Learning candidates reporting income increases after certification.

Industry Collaboration and Budget Allocation

The Ministry has strengthened industry partnerships through MoUs with Air India SATS, Flipkart SCOA, and CMR Greens, while designating over fifteen companies including HCL Technologies, IBM, Bajaj Finserv, and Microsoft as Awarding Bodies to develop industry-aligned job roles. The program integrates On-the-Job Training into short-term skilling programs for practical workplace experience.

Budget allocation data shows actual expenditure significantly below estimates: FY2023-24 actual expenditure was ₹510.52 crore against ₹1,558 crore budget estimate; FY2024-25 achieved full revised estimate of ₹1,538 crore against ₹1,938.30 crore initial budget; FY2025-26 saw only ₹265.57 crore actual expenditure against ₹1,915 crore budget estimate and ₹1,100 crore revised estimate.
