MSDE Skill Training Outcomes and PMKVY 4.0 Performance Update

The Ministry of Skill Development and Entrepreneurship (MSDE) provided a comprehensive update on its Skill India Mission (SIM) outcomes, performance metrics, and state-wise training data for the last three years. The ministry delivers skill, re-skill, and up-skill training through an extensive network of centers under four key schemes: Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS), and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs).

Under previous PMKVY versions (1.0, 2.0, and 3.0) implemented from FY2015-16 to FY2021-22, a total of 1.11 crore candidates were certified, with 24.38 lakh placements reported under the short-term training component. The current PMKVY 4.0 has shifted focus to empower trained candidates to choose varied career paths with appropriate orientation.

The ministry has implemented comprehensive corrective measures under PMKVY 4.0 including Aadhaar-based e-KYC, face authentication, geo-tagged attendance, QR-coded digital certificates, real-time dashboards on Skill India Digital Hub, strengthened assessor and training center accreditation through NCVET, independent monitoring via Kaushal Samiksha Kendra, revised monitoring guidelines with clear KPIs, and a robust penalty and recovery framework. Disciplinary actions including suspension, blacklisting, recovery of funds, and other stringent measures have been taken where non-compliance was established.

Financially, an amount of ₹2,314.09 crore has been utilized under PMKVY 4.0 during the period from FY2023-24 to FY2025-26. During this period, payments exceeding ₹400 crore (approximately 17.3% of total funds utilized) have been withheld for further scrutiny due to non-compliance with trainer attendance requirements.

State-Wise Training Data Breakdown

The annexure provides detailed state-wise training numbers across all four schemes for the last three years:

PMKVY Training Numbers (2023-24 to 2025-26): Uttar Pradesh led with significant numbers (71,771 in 2023-24, 4,63,503 in 2024-25, 28,823 in 2025-26), followed by Rajasthan (23,564; 2,80,156; 10,856) and Madhya Pradesh (34,884; 2,59,871; 16,686). Several states showed substantial increases in 2024-25 followed by decreases in 2025-26.

JSS Training Numbers (2023-24 to 2025-26): Uttar Pradesh maintained the highest consistent numbers (84,573; 82,475; 82,532), followed by Madhya Pradesh (49,089; 51,477; 52,082) and Odisha (50,828; 52,123; 52,151). Most states showed relatively stable numbers across the three years.

NAPS Training Numbers (2023-24 to 2025-26): Maharashtra dominated with the highest numbers (2,63,245; 2,78,423; 3,01,910), followed by Tamil Nadu (1,01,553; 1,01,788; 1,43,236) and Gujarat (83,957; 90,796; 1,09,027). Most states showed increasing trends over the three-year period.

CTS/ITIs Training Numbers (2023 to 2025): Uttar Pradesh had by far the highest numbers (3,33,024; 3,17,044; 3,85,871), followed by Bihar (1,25,625; 1,16,293; 1,16,754) and Maharashtra (1,28,009; 1,15,889; 1,30,810). The data shows relatively stable patterns across most states.
