The Ministry of Skill Development and Entrepreneurship (MSDE) provided a comprehensive update on the expansion of Industrial Training Institutes (ITIs) across India and the implementation progress of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme.
National ITI Growth Statistics
The number of ITIs across the country has increased significantly from 9,642 in 2014 to 13,856 in 2026, representing substantial infrastructure expansion. Concurrently, enrollment in ITIs has grown from 951,168 students in the 2014-15 session to 1,470,277 students in the 2025-26 session, demonstrating increased participation in vocational training programs.
PM-SETU Scheme Details
The PM-SETU scheme has a total outlay of ₹60,000 crore with funding distribution comprising Central Share of ₹30,000 crore, State Share of ₹20,000 crore, and Industry Share of ₹10,000 crore. The scheme consists of two components: Component I focuses on upgradation of 1,000 Government ITIs (200 Hub ITIs and 800 Spoke ITIs) in a Hub and Spoke model that includes smart classrooms, modern labs, digital content, and new industry-aligned courses. Component II involves capacity augmentation of five National Skill Training Institutes (NSTIs) located in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana, including setting up sector-specific National Centres of Excellence for skilling with advanced trainer training and curriculum development.
State Implementation Progress
Chhattisgarh has identified six clusters comprising 6 Hub ITIs and 24 Spoke ITIs under the PM-SETU Scheme and has floated the Request for Proposal (RfP) for selection of Anchor Industry Partners. No proposals are currently pending with the National Steering Committee. Odisha has identified two clusters comprising 2 Hub ITIs and 8 Spoke ITIs, with the NSC approving the Strategic Investment Plan for Keonjhar-Barbil Cluster. The Ministry has released ₹50 lakh to Odisha for Project Management Consultant engagement and ₹30 lakh for Industry Outreach activities during FY 2025–26.
Operational Framework and Course Innovation
Under the PM-SETU scheme, industry-led Special Purpose Vehicles (SPVs) will lead the upgradation process and propose interventions including curriculum redesign in mining, manufacturing and other sectors, training delivery models, infrastructure upgradation, and industry exposure aligned with local needs. The Directorate General of Training has introduced 32 new age courses under CTS, including Additive Manufacturing (3D Printing) Technician, Artificial Intelligence Programming Assistant, Cyber Security Assistant, Drone Pilot and Technician, Electric Vehicle Mechanic, Semiconductor Technician, 5G Network Technician, Industrial Robotics, and Green Hydrogen Production Technician among others.
Detailed State-wise Performance
The data includes comprehensive state-wise and district-wise details for Chhattisgarh, Maharashtra, and Odisha showing specific growth patterns. Uttar Pradesh shows the highest number of ITIs at 3,275 in 2026 with enrollment of 385,871 students. Maharashtra has 1,021 ITIs with 130,810 enrollments, while Tamil Nadu maintains stable numbers with 415 ITIs and 39,119 enrollments. Several states including Bihar, Gujarat, Madhya Pradesh, and West Bengal show particularly strong growth in both ITI numbers and student enrollment over the 12-year period.
