MSME Scheme Implementation in West Bengal
The Ministry of Micro, Small & Medium Enterprises is implementing multiple schemes in West Bengal in collaboration with the State Government. The PM Vishwakarma Scheme, launched on September 17, 2023, provides end-to-end holistic support to artisans and craftspeople across 18 traditional trades including Carpenter, Boat Maker, Goldsmith, Potter, Tailor, and Fishing Net Maker. Implementation in West Bengal commenced following the state government's notification constituting State Monitoring Committee and District Implementation Committees on May 14, 2026.
Under the Pradhan Mantri Mudra Yojana (PMMY), a total of 5.82 crore loans amounting to ₹3.55 lakh crore have been disbursed in West Bengal since the scheme's inception on April 8, 2015, through June 26, 2026.
Women-Focused Initiatives
The government has implemented several initiatives for women beneficiaries including Sundarbans-based women entrepreneurs and fisherfolk. Women-owned enterprises registered on Udyam Registration Portal and Udyam Assist Portal are eligible for Priority Sector Lending benefits. Central Ministries and CPSEs are mandated to procure at least 3% of their annual procurement from women-owned Micro and Small Enterprises under the Public Procurement Policy.
Under the Credit Guarantee Scheme for Micro and Small Enterprises (CGTMSE), women-owned enterprises receive enhanced guarantee coverage of up to 90% (compared to 75% for others) and a 10% concession in annual guarantee fee. Under PMEGP, women beneficiaries receive higher Margin Money Subsidy of up to 35% with lower own contribution of 5% of project cost.
Additional support includes skill upgradation training under Coir Vikas Yojana, financial assistance of up to 100% for participation in domestic trade fairs under Procurement and Marketing Support Scheme, and comprehensive benefits under PM Vishwakarma Scheme including skill training, toolkit incentive, collateral-free credit support, and marketing support. The Yashasvini Campaign provides awareness, handholding, mentorship and capacity building activities for women entrepreneurs.
MSME Innovative Scheme
The Incubation Component of the MSME Innovative Scheme promotes innovation and transforms concepts into viable business ventures through Host Institutes, which are academic institutions and Innovation centers acting as Business Incubators. Currently, 23 Host Institutes operate in West Bengal, with each approved idea eligible for financial support of up to ₹15 lakh maximum.
