Ministry of Women and Child Development Launches Integrated Mission Vatsalya Portal
The Ministry of Women and Child Development has developed an integrated unified Mission Vatsalya Portal as part of the centrally sponsored Mission Vatsalya Scheme, which is implemented by States and Union Territories to support Children in Need of Care and Protection (CNCP) and Children in Conflict with Law (CCL). The scheme's objective is ensuring care, protection, rehabilitation and reintegration of children in difficult circumstances, including missing and vulnerable children.
The portal integrates two existing systems: the TrackChild portal for Missing/Found Children and the Khoya-Paya application for Missing/Sighted Children. The TrackChild module is implemented with support from multiple stakeholders including Ministry of Home Affairs, Ministry of Railways, State Governments, UT Administrations, Child Welfare Committees, Juvenile Justice Boards, and National Legal Services Authority. Standard operating procedures and advisories have been issued to all States and UTs regarding implementation.
Key technical integration includes interoperability with the Crime and Criminal Tracking & Network Systems (CCTNS) of the Ministry of Home Affairs, allowing matching of FIRs of missing children with the Mission Vatsalya Portal database to trace and match missing children by concerned State and UT police. The Khoya Paya module enables any citizen to report missing or sighted children, while the Go Home and Re-Unite (GHAR) portal has also been integrated with the main platform.
All State Governments and UT Administrations have been directed to appoint designated nodal officers for missing children at State and District levels, with details of these appointed officers already uploaded on the Mission Vatsalya portal. The Ministry has issued guidelines and advisories to States and UTs for timely entry and updating of information on the portal by concerned authorities including Child Welfare Committees (CWCs) and Juvenile Justice Boards (JJBs). Continuous efforts are being made to strengthen monitoring mechanisms and improve real-time data reporting through digital platforms to ensure timely tracking and rehabilitation of children in need of care and protection.
