The Ministry of Women and Child Development is implementing three centrally sponsored schemes for welfare of women and children: Mission Shakti for women's safety and empowerment, Saksham Anganwadi & Poshan 2.0 for nutrition improvement, and Mission Vatsalya for child protection.
Mission Shakti comprises two verticals: Sambal for safety and Samarthya for empowerment. Under Sambal, 991 One Stop Centres have assisted over 15.20 lakh women nationwide since April 2015, providing medical aid, legal aid, temporary shelter, police assistance, and psycho-social counseling. In Odisha specifically, 37 operational OSCs have assisted 48,416 women, with 31,547 assisted from July 2020 to FY 2024-25. The Women Helpline (181) has assisted over 1.04 crore women nationally since inception, including 87,675 in Odisha until June 2026, with 33,317 assisted from FY 2020-21 to FY 2024-25. Beti Bachao Beti Padhao focuses on improving Child Sex Ratio and girl child empowerment.
Under Samarthya, 433 Shakti Sadans (integrated relief and rehabilitation homes) are functional nationwide, benefiting 1,46,164 women since inception, including 68 in Odisha. Sixteen Sakhi Niwas (working women hostels) operate in Odisha, benefiting 518 women, with 2,32,018 women benefited nationally since inception. The Palna Scheme provides day care creche facilities with 4,172 Anganwadi-cum-creche operational nationwide benefiting approximately 43,000 children.
Pradhan Mantri Matru Vandana Yojana provides cash incentives of ₹5,000 for first child and ₹6,000 for second girl child directly to beneficiaries' accounts. Benefits totaling ₹21,171.32 crores have been extended to over 4.56 crore women nationwide, with ₹76.69 crores extended to approximately 2.45 lakh women in Odisha until July 2026. The Government of Odisha began PMMVY implementation in FY 2025-26.
SANKALP: HEW serves as a Project Monitoring Unit with 35 State HEWs and 742 District HEWs functional nationwide, including 30 District Hubs in Odisha, assisting 7,75,406 women since Mission Shakti dashboard launch.
Mission Shakti is implemented by State Governments and UT Administrations with funds released through Single Nodal Agency mechanisms. The Programme Approval Board monitors progress annually with States/UTs, and implementation varies based on population, geographical spread, and local requirements.
