National Cooperation Policy 2025 Implementation Update
The National Cooperation Policy (NCP) 2025 was launched on 24th July 2025 by the Home & Cooperation Minister with the mandate "Sahkar-se-Samriddhi" to provide a roadmap for systematic development of the cooperative sector. The policy framework consists of 6 strategic pillars, 16 objectives, and 83 recommendations to be achieved over the next 10 years, with the ambitious economic goal of including 50 crore people within the cooperative ambit and tripling the sector's contribution to the Indian economy. Notably, no specific budgetary allocation is envisaged as part of the Policy document.
The policy contains specific provisions for participation and benefits for Dalits, Adivasis, and women, including promoting dairy cooperatives to initiate 'White Revolution 2.0' for holistic development, employment generation, and women's empowerment. It also encourages participation of women, youth, small & marginal farmers, and weaker sections (SC/ST, specially-abled) while assigning them significant roles in cooperatives, and strengthens cooperatives for weaker sections in sectors like fisheries, dairy, handloom weaving, handicrafts, and minor forest produce.
Major Implementation Progress
The Ministry of Cooperation has launched Cooperative-led "White Revolution 2.0" aimed at expanding cooperative coverage with specific targets to increase milk procurement of dairy cooperatives by 50% from the present level of 660 LKgPD (Base Year 2023-24) to 1007 LKgPD in 2028-29. This initiative focuses on providing market access to dairy farmers in uncovered areas and increasing the share of dairy cooperatives in the organized sector. The Standard Operating Procedure (SOP) for White Revolution 2.0 was launched on 19.09.2024, and on 25.12.2024, the Minister inaugurated 6,600 newly set up Dairy Cooperative Societies (DCSs). As of the report, 25,282 DCSs have been registered in 31 states/UTs.
The Government of India has approved a plan to establish new multipurpose Primary Agriculture Credit Societies (PACS)/dairy/fisheries cooperatives aiming to cover all panchayats and villages, including Tribal/Dalits/Adivasis areas, over the next five years. This initiative is supported by NABARD, NDDB, and NFDB through convergence of various existing Government schemes including Dairy Infrastructure Development Fund (DIDF), National Programme for Dairy Development (NPDD), and PM Matsya Sampada Yojana (PMMSY).
State-wise Cooperative Establishment Data
According to the National Cooperative Database, as of 15.06.2026, a total of 38,138 new PACS/Large Area Multi-Purpose Societies (LAMPS), Dairy and Fishery Cooperative Societies have been registered since the plan's approval on 15.2.2023. Additionally, 21,292 Dairy and Fisheries Primary Cooperative Societies have been strengthened across the country. The state-wise breakdown shows Uttar Pradesh leads with 6,328 total new cooperatives (1,364 PACS, 4,450 DCS, 514 FCS), followed by Rajasthan with 5,329 (2,003 PACS, 3,295 DCS, 31 FCS), and Madhya Pradesh with 2,284 (680 PACS, 1,349 DCS, 255 FCS). Kerala shows zero registrations across all categories, while smaller states/UTs like Lakshadweep (29 FCS only) and Ladakh (7 total) show minimal activity.
