National Cooperation Policy 2025 Implementation Update
The National Cooperation Policy (NCP) 2025 was launched on 24th July 2025 by the Home & Cooperation Minister to fulfill the Ministry of Cooperation's mandate of "Sahkar-se-Samriddhi." The policy provides a comprehensive roadmap for systematic development of the cooperative sector with 6 strategic pillars, 16 objectives, and 83 recommendations to be achieved over the next decade. The economic framework aims to include 50 crore people within cooperatives and triple the sector's contribution to the Indian economy within 10 years. No specific budgetary allocation is envisaged as part of the policy document.
Inclusion Focus and Special Provisions
The policy contains specific provisions for participation and benefits for Dalits, Adivasis, and women, including promoting dairy cooperatives to initiate 'White Revolution 2.0' for holistic development, employment generation, and women's empowerment. It encourages participation of women, youth, small & marginal farmers, and weaker sections (SC/ST, specially-abled) while assigning them significant roles in cooperatives. The policy also strengthens cooperatives for weaker and marginalized sections in sectors like fisheries, dairy, handloom weaving, handicrafts, and minor forest produce.
White Revolution 2.0 Implementation
The Ministry has launched Cooperative-led "White Revolution 2.0" aimed at expanding cooperative coverage with a target to increase milk procurement of dairy cooperatives by 50% from the present level of 660 LKgPD (Base Year 2023-24) to 1007 LKgPD by 2028-29. The Standard Operating Procedure was launched on 19 September 2024, and on 25 December 2024, 6,600 newly set up Dairy Cooperative Societies (DCSs) were inaugurated. As of the report, 25,282 DCSs have been registered across 31 states/UTs.
Cooperative Society Expansion Progress
The Government of India has approved a plan to establish new multipurpose Primary Agriculture Credit Societies (PACS)/dairy/fisheries cooperatives to cover all panchayats and villages, including Tribal/Dalits/Adivasis areas, over five years. This initiative is supported by NABARD, NDDB, and NFDB through convergence of existing Government schemes including Dairy Infrastructure Development Fund (DIDF), National Programme for Dairy Development (NPDD), and PM Matsya Sampada Yojana (PMMSY).
As of 15 June 2026, a total of 38,138 new PACS/Large Area Multi-Purpose Societies (LAMPS), Dairy and Fishery Cooperative Societies have been registered nationwide since the plan's approval on 15 February 2023. Additionally, 21,292 Dairy and Fisheries Primary Cooperative Societies have been strengthened. The state-wise breakdown shows Uttar Pradesh leads with 6,328 total societies (1,364 PACS, 4,450 DCS, 514 FCS), followed by Rajasthan with 5,329 societies (2,003 PACS, 3,295 DCS, 31 FCS), and Madhya Pradesh with 2,284 societies (680 PACS, 1,349 DCS, 255 FCS). Odisha recorded 2,609 societies (1,539 PACS, 1,009 DCS, 61 FCS), while Bihar registered 4,561 societies (61 PACS, 4,498 DCS, 2 FCS). Several states including Kerala and Lakshadweep showed minimal or no registrations in certain categories.
