The Ministry of Education provided an update on the alignment of NCERT syllabus with National Education Policy 2020. As per NEP 2020 recommendations, the National Council of Educational Research and Training (NCERT) has developed the National Curriculum Framework for Foundational Stage (NCF-FS) released on October 20, 2022, and the National Curriculum Framework for School Education (NCF-SE) released on August 23, 2023. These frameworks establish stage-wise and subject-wise curricular goals, competencies, learning outcomes, syllabi, textbooks, pedagogy, and assessment standards.
The framework development involved an extensive bottom-up consultation process engaging diverse stakeholders including teachers, parents, students, educational institutions, neo- and non-literates, subject experts, scholars, and Anganwadi personnel across states and union territories. The consultation process engaged over 13 lakh interested citizens including students and parents at the national level through a citizen-centric mobile app survey, and over 1.5 lakh teachers, parents, students, and educationists at the state level through mobile app surveys. Additionally, over 1,550 district-level consultations were conducted across 32 States and Union Territories, with inputs received from 35 groups of institutions and 8,000 stakeholders who attended 12 consultations with Universities and Civil Society Groups.
The process incorporated more than 600 position papers on 25 specifically relevant themes written by Focus Groups constituted by States and UTs involving over 4,000 experts, and 25 papers from National Focus Groups by expert groups with over 175 members constituted by NCERT. All inputs were analyzed and relevant suggestions were incorporated into the final NCFs.
As follow-up to the NCFs, NCERT constituted the National Syllabus and Teaching-Learning Material Committee (NSTC), which established 13 Curricular Area Groups (CAGs) and Textbook Development Teams (TDTs) for all subjects and grades. NCERT also constituted a National Curriculum Framework Oversight Committee (NOC) to ensure translation of NCF perspective into new teaching-learning materials including textbooks. These committees include scholars, subject experts, renowned players, artists, teacher educators, faculty members of NCERT, officials from SCERTs, and teachers.
NCERT has developed new syllabus and textbooks for Grades 1-9, along with a collection of learning resources called Jaadui Pitara and e-Jaadui Pitara for Balvatika 1, 2, and 3. The new teaching-learning materials are developed through detailed mapping of curricular goals, competencies, and learning outcomes, undergoing multiple rounds of academic, pedagogical, language, and sensitivity reviews. The review process examines academic accuracy, age-appropriateness, inclusivity, constitutional values, gender sensitivity, cultural and linguistic relevance, pedagogical suitability, and alignment with NEP 2020, NCF-FS 2022, and NCF-SE 2023.
Additionally, NCERT updates its textbooks annually during reprinting based on feedback from students, teachers, and other stakeholders without making structural changes, inviting experts when required to finalize changes.
