The 42nd meeting of the National Capital Region Planning Board (NCRPB) was held on June 16, 2026, in New Delhi, chaired by Union Minister for Housing & Urban Affairs Shri Manohar Lal and attended by the Chief Ministers of Haryana (Shri Nayab Singh Saini) and NCT of Delhi (Smt. Rekha Gupta), along with Urban Development Ministers from Rajasthan (Shri Jhabar Singh Kharra) and Uttar Pradesh (Shri Arvind Kumar Sharma), and senior officials from central and state governments.

The National Capital Region spans 55,083 sq km across NCT of Delhi and 27 districts of Haryana, Uttar Pradesh, and Rajasthan, containing 230 urban settlements and 11,784 villages. The region contributes approximately 8% of India's GDP and represents the world's largest urban agglomeration. It is projected to experience massive population growth from 7.86 crore currently to 14.73 crore by 2041, adding nearly seven crore additional residents over the next fifteen years, with most growth occurring in urban centers, particularly larger cities within the NCR.

The Board made several key decisions regarding the Regional Plan-2041. First, it decided to retain the existing geographical extent of the NCR with no changes to its current area. Second, the Board will formulate a scheme to incentivize state governments to increase green cover across the region through private citizen and company participation, utilizing innovative instruments like green canopy credits and transferable/saleable Special Development Rights.

Third, the plan proposes developing four semi-greenfield cities described as "Namo Cities" as mixed-use Transit-Oriented Developments (TOD) at selected existing and proposed stations on the Namo Bharat (RRTS) lines. These cities will be identified through a competitive process among NCR participating states and supported by a performance-linked incentive of ₹5,000 crore as a blend of grant, loan, and guarantee, including a ₹1,000 crore grant specifically intended to catalyze growth nodes.

Fourth, the Minister announced that the central government scheme for replacing old bus and truck fleets will be named Program for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air-Pollution and Network Emission (PARIVARTAN). This time-bound fleet modernization scheme aims to reduce vehicular pollution in NCR by incentivizing replacement of BS-IV and older trucks and buses with BS-VI, CNG, or Electric Vehicles (EVs).

The Draft Regional Plan-2041 has undergone comprehensive consultation since December 2021, receiving over 4,500 comments during public notice and undergoing elaborate state and central government-level discussions through 2025. The updated draft was shared with all four constituent States in January 2026, and their responses have been incorporated. The final RP-2041 will be notified after examining issues raised in the meeting and completing administrative requirements.
