The Ministry of Parliamentary Affairs provided an update on the National e-Vidhan Application (NeVA) project, which aims to digitize legislative functioning across Indian states and union territories. As of the report, 33 out of 37 State/UT Legislatures have signed Memoranda of Understanding for NeVA implementation, with 21 Legislative Houses already transformed into fully digital legislatures.
The project is funded through a Central Sector Scheme (CSS) pattern with a total outlay of ₹673.94 crore, of which the Central Government's share is limited to ₹423.60 crore. Specifically for Andhra Pradesh, an amount of ₹23,58,20,600 has been sanctioned for NeVA implementation in both houses of the state legislature.
According to a mid-term evaluation, NeVA has significantly improved legislative efficiency through digitization of processes, reduced dependence on paper-based procedures, faster processing and dissemination of legislative business, and improved accessibility of legislative information. The project has also resulted in measurable savings in printing, handling, and storage of documents. Technical support is provided to all participating legislatures through the Central Project Management Unit, including capacity-building initiatives. The implementation respects the autonomy of State/UT Legislatures, with deployment occurring in consultation with each legislature based on their preparedness.
