The National Human Rights Commission (NHRC), India's intervention has resulted in the establishment of a Gender-Neutral Cell at Central Prison, Hyderabad specifically for persons with diverse gender identities and expressions. This initiative aims to ensure their dignity and appropriate living arrangements within the correctional facility.
The move followed a visit to the prison on 8th October 2026 by the Commission's Special Monitor, who is entrusted with matters relating to transgender persons and the rights of the LGBTQ+ community. During this visit, the implementation of NHRC and Ministry of Home Affairs (MHA) advisories was emphasized for ensuring the welfare of transgender persons.
In its compliance report, the Superintendent of Central Prison, Hyderabad informed the Commission that the recommendations to set up a Gender-Neutral Cell have been fully implemented. Additionally, the prison authorities have permitted affirmative clothing for persons accommodated in this specialized facility. This initiative represents the Commission's ongoing efforts to promote the protection of human rights and dignity for persons with diverse gender identities and expressions within correctional institutions across India.
