NITI Aayog launched the report titled "Reimagining Care: Strategies for Empowering Caregivers in Viksit Bharat@2047" on August 5, 2026, at its premises. The report presents a comprehensive roadmap for building an organized, professional, accessible, and future-ready system of care in India, positioning caregivers at the center of the care ecosystem. It recognizes caregiving as a skilled, dignified, and valued profession while emphasizing quality of care, professional recognition, workforce welfare, and institutional support.
The report outlines the growing need to develop a trained caregiver cadre to address current and future domestic care service demands, while also highlighting potential opportunities for Indian caregiver professionals on the global platform. It positions caregiving as a critical pillar of India's social and economic transformation and an essential enabler of inclusive and sustainable development toward the Viksit Bharat@2047 vision.
Key recommendations are organized across several strategic pillars including policy development, professional recognition of caregivers, workforce development, global cooperation, social security provisions, and family and community-based care solutions. The report specifically proposes establishing a National Policy on Caregiving and a National Caregiver Council to create an organized, professional caregiving ecosystem.
The launch event was attended by representatives from multiple Central Ministries including the Department of Social Justice and Empowerment, Department of Empowerment of Persons with Disabilities, Ministry of Skill Development and Entrepreneurship, Ministry of External Affairs, and Ministry of Health and Family Welfare. International organizations present included UN agencies (UNFPA, WHO, UNRC), World Bank, Asian Development Bank, ILO, and other stakeholders providing caregiver training programs.
Shri Ashok Kumar Lahiri, Vice Chairperson of NITI Aayog, emphasized that global caregiver demand presents an opportunity to establish India as a global leader in traditional caregiving, unlock economic value, create employment, strengthen social security for caregivers, and reinforce India's cultural soft power. Dr. R. Balasubramaniam, Member of NITI Aayog, highlighted that a robust caregiving ecosystem would strengthen social inclusion, develop a caring society, empower communities, create quality livelihoods, and contribute significantly to the Viksit Bharat@2047 vision.
The report was prepared by the Social Justice and Empowerment Division of NITI Aayog based on extensive stakeholder consultations, international benchmarking, surveys, and field visits, aiming to position India as a global leader in caregiving services.
