Northeast India Development Transformation Overview

This PIB backgrounder documents the comprehensive development transformation across India's eight Northeastern states (Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim) over the past twelve years. The report highlights sustained policy support, infrastructure expansion, and inclusive development initiatives that have reduced geographic isolation and strengthened regional integration.

Policy Framework and Investment

The Ministry of Development of North Eastern Region (MDoNER) has provided financial assistance through five Central Sector Schemes, sanctioning 3,746 projects with 2,730 projects completed at an approved cost of over ₹27,963 crore. The Prime Minister's Development Initiative for North East Region (PM-DevINE) represents a major policy intervention with ₹6,600 crore outlay for 2022-23 to 2025-26, implementing 48 infrastructure, livelihood, and social development projects with 3 already completed.

The North East Special Infrastructure Development Scheme (NESIDS) - Roads has completed 70 road construction and widening projects with 57 under implementation. NESIDS - Other Than Roads Infrastructure has completed 1,234 projects across healthcare, education, power, and water supply sectors with 376 projects ongoing. The North Eastern Council has 495 projects under implementation focusing on regional importance including bamboo, piggery, tourism, higher education, and healthcare.

Connectivity Infrastructure Expansion

Road connectivity has been significantly enhanced with National Highways network expanding from 10,905 km in 2014 to 16,207 km as of April 2025. Under Bharatmala Pariyojana, over 2,100 km of roads have been awarded with more than 1,800 km completed as of December 2025. The Pradhan Mantri Gram Sadak Yojana constructed 50,850 km of rural roads in the Northeast over 12 years.

Rail infrastructure has seen substantial growth with track commissioning increasing from 333 km during 2009-14 to over 1,900 km during 2014-26. Annual railway budget allocation rose from ₹2,122 crore during 2009-14 to ₹11,486 crore in 2026-27. Five Northeastern states have achieved 100% rail electrification with Assam nearing completion. The region now has Vande Bharat Express services and 60 stations identified for redevelopment under Amrit Bharat Station Scheme.

Major engineering projects include the Bogibeel Bridge (combined road-rail bridge across Brahmaputra), Dhola-Sadiya Bridge (9.15 km beam bridge), Noney Bridge (world's tallest railway pier bridge at 141 meters in Manipur), and Sela Tunnel (constructed at 13,000 feet altitude at cost of ₹825 crore).

Air connectivity expanded significantly with airports increasing from 9 in 2014 to 17 in 2026 (78% rise), including 8 new airports and 90 operationalized regional routes under UDAN scheme. Inland waterways development increased National Waterways from 1 in 2014 to 20 in 2024, with Brahmaputra as National Waterway-2 and development of National Waterway-16 on Barak River.

Digital connectivity has advanced with 6,355 Gram Panchayats made service-ready for high-speed internet and 3,718 mobile towers commissioned covering 5,366 villages as of December 2025.

Energy Security and Green Growth

The energy sector has focused on cleaner systems with hydropower development including the 2,880 MW Dibang Multipurpose Project (generating 11,223 million units annually) and 2,000 MW Subansiri Lower Hydroelectric Project (generating 7,422 million units annually). The Small Hydro Power Development Scheme has ₹2,584.60 crore outlay to add 1,500 MW capacity.

The North East Gas Grid project involves 1,656 km pipeline network connecting all eight states, featuring a record 24-inch diameter natural gas pipeline under Brahmaputra River using Horizontal Directional Drilling - the longest hydrocarbon pipeline river crossing in Asia. Solar energy development includes a 20 MW solar park in Mizoram and promotion of rooftop solar under PM Surya Ghar. A 25 MW green hydrogen plant is being developed in Assam, and over 2,000 individuals trained under clean energy skill development programs.

Social Infrastructure and Basic Services

Jal Jeevan Mission has achieved 100% rural tap water coverage in Arunachal Pradesh and Mizoram, with other states ranging from 81.80% (Assam) to 95.08% (Nagaland) as of June 2026. JJM 2.0 has been extended to December 2028 with ₹8.69 lakh crore outlay.

Swachh Bharat Mission constructed approximately 57 lakh Individual Household Latrines across the region between 2014-2026, with all eight states declared Open Defecation Free. Sikkim and Tripura have achieved 100% ODF Plus villages with waste management systems.

Healthcare infrastructure has been strengthened through Pradhan Mantri Swasthya Suraksha Yojana with AIIMS Guwahati fully functional and 12 medical colleges approved. Over 2.43 crore Ayushman cards created supporting 46 lakh hospital admissions across 900+ hospitals, with 8,200 Health and Wellness Centres and 388 Jan Aushadhi Kendras providing affordable medicines.

Education infrastructure includes 96,496 schools, 79 universities, 1,001 colleges, and 224 standalone higher education institutions. Student enrolment in higher education increased from 9.36 lakh (2014-15) to 12.02 lakh (2021-22), with 47,116 apprentices engaged under National Apprenticeship Promotion Scheme.

Housing development under Pradhan Mantri Awas Yojana (Gramin) has completed over 28 lakh houses across eight states as of March 2026, with hilly states receiving higher unit costs. PMAY-Urban has provided 3.24 lakh houses to EWS and LIG categories, with 100% household electrification achieved under Saubhagya Scheme.

Agriculture and Allied Sectors

Inland fish production increased from 4.03 lakh tonnes in 2014-15 to 6.78 lakh tonnes in 2024-25 (68% growth), with Assam contributing over 70% of regional production. Fisheries initiatives include 3,823 Kisan Credit Cards for fishers, 70 recreational fisheries units, 501 Fish Farmers Producer Organizations at ₹122.40 crore cost, and 644 Ornamental Fisheries Units.

Livestock sector shows egg production increasing from 10,098 lakh in 2014-15 to 12,145 lakh in 2021, while milk production rose from 1,293.5 thousand tonnes to 1,739.9 thousand tonnes in 2024-25. The first IVF Laboratory in NER was established in Guwahati at ₹28.93 crore investment.

Agarwood cultivation features nearly 150 million trees with 90% in Northeastern states, Tripura alone having ₹2,000 crore annual turnover potential. Export quotas increased from 25,000 kg to 1.51 lakh kg for chips and from 1,050 kg to 7,050 kg for oil.

Government agricultural schemes include National Mission on Edible Oils with budgetary sanctions increasing from ₹170 crore (FY 2021-22) to ₹475 crore (FY 2024-25). PM-KISAN has 26.98 lakh beneficiaries registered, with over 10.08 lakh women beneficiaries in the 19th instalment (February 2025). PM-KUSUM released ₹58.2 crore for renewable energy agricultural infrastructure, PMFBY covered over 11.44 lakh beneficiaries in 2025, and MOVCD-NER brought 2.36 lakh hectares under organic farming benefiting 2.70 lakh farmers with ₹1,492 crore financial release forming 479 FPOs.

The region has 89 Geographical Indication registered products with 150 more identified for tagging. NERAMAC facilitated GI tags for 13 products, expanded processed products from 38 to 75+, supported 220 FPOs covering 37,000 farmers, marketed 600+ metric tonnes produce in FY 2024-25, trained 14,675 candidates, and established three solar-powered cold storage facilities.

Strategic Integration and Future Outlook

The Act East Policy has positioned Northeast as central to India's engagement with Southeast Asia, focusing on connectivity, trade, and cultural linkages. Flagship projects include India-Myanmar-Thailand Trilateral Highway and Kaladan Multi-Modal Transit Transport Project connecting Sittwe port to Paletwa. Integrated Check Posts at Moreh and Border Haats have improved trade facilitation.

The comprehensive development approach has transformed the region from geographic isolation to integrated connectivity, with balanced growth considering ecological sensitivity and local communities. The Northeast now serves as a gateway for regional integration and opportunity, contributing to Viksit Bharat's inclusive development vision.
