The National Statistics Office (NSO) under the Ministry of Statistics & Programme Implementation has announced significant methodological changes to the Periodic Labour Force Survey (PLFS) effective from January 2027. The modifications include a complete overhaul of the sampling design using an updated frame based on the Urban Frame Survey, urbanization changes, and updated administrative boundaries from the 2011 Census rural frame. This update aims to better represent current population distribution, particularly urban populations, and improve sample coverage reliability.
Key sampling changes include the introduction of a separate Second Stage Stratum (SSS) specifically for digital platform workers, addressing previous undercoverage issues identified during PLFS 2026. Rural areas will now have four SSSs while urban areas will have five, with 14 households canvassed in each selected First Stage Unit. Sample allocation and stratification criteria have also been updated based on experience from Panel 5 (2025-2026) to improve efficiency and minimize operational difficulties.
The transition period for January-March 2027 will involve samples from both Panel 5 and the new Panel 6 frames, with pooled monthly estimates presented in bulletins without Relative Standard Error calculations to ensure continuity during the frame changeover.
Substantial schedule modifications include adding a binary question in Block 5 of Schedule 0.0PL to identify households with digital platform workers across both rural and urban areas. Additionally, Schedule 10.4 now incorporates new questions measuring unpaid activities including own-use production of goods, unpaid household and caregiving activities, volunteer work, and unpaid trainee work for persons aged 15 years and above during first visits only, enabling annual reporting on these non-market activities.
The NSO has invited comments and suggestions from policymakers, researchers, academic institutions, and the general public on the proposed modifications within 15 days from the publication date of October 23, 2026, with detailed concept note available on the ministry's website.
