Cooperative Societies Overview
As of July 15, 2026, Odisha has 8,667 cooperative societies registered in the National Cooperative Database, with 8,063 of these societies being functional. PACS Computerization Project
The centrally sponsored project for computerization of Primary Agricultural Credit Societies (PACS) was launched in 2022 with initial approval for 63,000 PACS at ₹2,516 crore outlay, later expanded to cover 79,630 PACS with revised outlay of ₹2,925.39 crore. The central share released totals ₹1,143.11 crore across states from 2022-23 to 2026-27, with Maharashtra receiving the highest allocation (₹150.73 crore), followed by Gujarat (₹94.86 crore), Rajasthan (₹92.83 crore), Madhya Pradesh (₹69.08 crore), and Uttar Pradesh (₹68.06 crore). Odisha received ₹25.07 crore, primarily in 2025-26 (₹18.07 crore) and 2026-27 (₹7.00 crore).
National NCDC Disbursements

Banking Initiatives
The Ministry of Cooperation has implemented 11 key initiatives to promote cooperative banking under 'Sahakar-se-Samriddhi' vision, including removal of monetary ceiling on gold loans for cooperative banks, permission for One-Time Settlement of outstanding loans, enhancement of individual housing loan limit to ₹75 lakh for Rural Cooperative Banks, promotion of Aadhaar Enabled Payment System for doorstep banking, notification of StCBs and DCCBs as Member Lending Institutions under CGTMSE Scheme, enhancement of Priority Sector Lending limit for Dairy Cooperative Societies from ₹5 crore to ₹10 crore, establishment of Sahakar Sarathi technology services, inclusion under RBI Integrated Ombudsman Scheme, automatic route branch opening permission, relaxation of financial authorization norms, and removal of ₹50 crore net worth requirement for insurance distribution.
