Strengthening of Cooperative Societies in Odisha
As per the National Cooperative Database (NCD), Odisha had 8,667 cooperative societies as of July 15, 2026, with 8,063 of these being functional societies. The Government has launched a Central Sector project for Computerization of Primary Agricultural Credit Societies (PACS) in 2022, which was initially approved for 63,000 PACS with a financial outlay of ₹2,516 crore. The project has now been expanded to cover 79,630 PACS with a revised financial outlay of ₹2,925.39 crore, aiming to bring all functional PACS onto a common ERP-based national software and link them with NABARD through State Cooperative Banks and District Central Cooperative Banks.
Odisha joined the PACS computerization project in 2025, with 4,240 PACS sanctioned under the project in the state. Financial assistance of ₹25.07 crore has been provided to Odisha, including ₹18.07 crore during FY 2025–26 and ₹7.00 crore during FY 2026–27.
The National Cooperative Development Corporation (NCDC) has cumulatively disbursed ₹3,352.03 crore for the development of Odisha's cooperative sector as of June 30, 2026. The year-wise disbursement shows ₹4.07 crore in FY2021-22, ₹1.61 crore in FY2022-23, ₹3.25 crore in FY2023-24, ₹5.89 crore in FY2024-25, ₹7.03 crore in FY2025-26, and ₹1.53 crore in FY2026-27 (as of June 30, 2026). Activity-wise disbursement includes Marketing (₹1.10 crore in FY2026-27), Service Cooperatives, Dairy & Livestock, FPOs (₹0.43 crore in FY2026-27), Fisheries, Fisheries FFPOs, Computerization, and Storage.
Since its inception on July 6, 2021, the Ministry of Cooperation has undertaken multiple initiatives under the vision of 'Sahakar-se-Samriddhi', including making primary cooperatives economically vibrant, strengthening urban and rural cooperative banks, providing income tax relief, reviving cooperative sugar mills, establishing three new national-level multi-state societies, capacity building, IT integration for ease of doing business, creating the National Cooperative Database, developing a National Cooperation Policy, establishing Tribhuvan Sahkari University, and other initiatives.
The Ministry has proactively worked to convert PACS, Dairy, and Fisheries Cooperatives into multipurpose cooperative societies to enhance business diversification, strengthen financial sustainability, and prevent closures. The NCD is used to identify geographical gaps and support formation of new multipurpose cooperatives, while also enabling development of a Cooperative Ranking Framework to promote healthy competition. Additionally, the Ministry has established a Co-operative Rehabilitation, Reconstruction and Development Fund under section 63A of the Multi-State Cooperative Societies (Amendment) Act, 2023 for revival of sick multi-state cooperative societies and infrastructure assistance.
