Strengthening of Cooperative Societies in Odisha
As of 15 July 2026, Odisha has 8,667 cooperative societies with 8,063 being functional according to the National Cooperative Database. To strengthen these societies, the Government launched the Central Sector project for Computerization of PACS in 2022, initially approved for 63,000 PACS with a financial outlay of ₹2,516 crore. The project has now been expanded to cover 79,630 PACS with a revised financial outlay of ₹2,925.39 crore, aiming to bring all functional PACS onto a common ERP-based national software and link them with NABARD through State Cooperative Banks and District Central Cooperative Banks.
Odisha joined the project in 2025, with 4,240 PACS sanctioned under the computerization project. Financial assistance of ₹25.07 crore has been provided to Odisha, including ₹18.07 crore during FY 2025–26 and ₹7.00 crore during FY 2026–27.
Additionally, the National Cooperative Development Corporation (NCDC) has cumulatively disbursed ₹3,352.03 crore for the development of the cooperative sector in Odisha as of 30 June 2026. The year-wise disbursement over the last five years shows ₹4.07 crore in 2021-22, ₹1.61 crore in 2022-23, ₹3.25 crore in 2023-24, ₹5.89 crore in 2024-25, ₹7.03 crore in 2025-26, and ₹1.53 crore in 2026-27 (as of 30.06.2026). Activity-wise disbursement includes Marketing (₹1.10 crore in 2026-27), Service Cooperatives (₹0.15 crore in 2025-26), Dairy & Livestock (₹0.12 crore in 2025-26), FPO (₹0.43 crore in 2026-27), Fisheries (last disbursement in 2023-24), Fisheries FFPO (₹3.55 crore in 2025-26), Computerization (₹0.61 crore in 2025-26), and Storage (₹0.38 crore in 2025-26).
The Ministry of Cooperation, since its inception on 06 July 2021, has undertaken several initiatives under the vision of 'Sahakar-se-Samriddhi'. Key initiatives include making primary cooperatives economically vibrant and transparent, strengthening urban and rural cooperative banks, providing income tax relief to cooperative societies, reviving cooperative sugar mills, establishing three new national level multi-state societies, capacity building, using IT for ease of doing business, creating the National Cooperative Database, developing a National Cooperation Policy, establishing Tribhuvan Sahkari University, and other measures.
The Ministry has proactively worked to convert Primary Agricultural Credit Societies (PACS), Dairy, and Fisheries Cooperatives into multipurpose cooperative societies to enhance business diversification, strengthen financial sustainability, and prevent closures. The National Cooperative Database is used to identify geographical gaps and support the formation of new multipurpose societies, as well as develop a Cooperative Ranking Framework to promote healthy competition.
Furthermore, the Ministry has established a Co-operative Rehabilitation, Reconstruction and Development Fund under section 63A of the Multi-State Cooperative Societies (MSCS) (Amendment) Act, 2023 for the revival of sick multi-state cooperative societies and providing assistance for meeting infrastructural requirements.
