The Union Minister of State for Tribal Affairs informed the Rajya Sabha about the implementation of the PESA Act, 1996 in Odisha, including the publication of draft rules and stakeholder consultations.
The Odisha government has incorporated PESA provisions into its State Panchayati Raj Act and published draft rules in November 2023, inviting public feedback and holding consultative meetings.
The Ministry of Panchayati Raj monitors implementation through regional conferences and has developed 10 PESA indicators to assess and strengthen the Act's implementation at the grassroots level.
