Implementation of PM JANMAN and Tribal Development Programmes in Odisha
The Ministry of Tribal Affairs has been monitoring the implementation of interventions under Pradhan Mantri Janjati Adivasi Nyaya Maha AbhiyaN (PM JANMAN) across implementing states including Odisha. The ministry conducted habitation-level data collection through PM Gati Shakti mobile application to estimate PVTG population figures and infrastructure gaps, identifying 73,092 PVTG households with a population of 312,654 in Odisha as of the reporting period.
PM JANMAN Progress Details
As of June 30, 2026, district-wise progress under PM JANMAN shows significant variations across 14 districts. Under MoRD's PMAY-G scheme, Kendujhar district leads with 10,161 houses sanctioned and 8,897 completed, while overall state performance shows 54,853 houses completed out of 111,370 sanctioned. Road construction under PMGSY shows 629 km sanctioned with completion rates varying by district, from 22 km completed out of 24.67 km sanctioned in Deogarh to 0 km completed out of 19.75 km sanctioned in Kalahandi.
Jal Jeevan Mission implementation shows 7,537 villages covered under DAJGUA with 3,611 villages achieving saturation. Healthcare infrastructure includes 107 Mobile Medical Units operationalized across the state. Telecommunications coverage shows 874 PVTG habitations planned for coverage with 699 already covered by the Department of Telecommunications.
Financial Progress and Utilization
The financial progress for Ministry of Tribal Affairs interventions under PM JANMAN shows ₹44.4 crore approved for Multi-Purpose Centers (MPCs) in Odisha, with ₹12.68 crore released in 2023-24 (fully utilized), ₹23.92 crore released in 2024-25 (with ₹21.71 crore utilization certificates submitted), and additional bill closures of ₹1.92 crore in 2025-26 and ₹3.29 crore as of July 28, 2026. For Van Dhan Vikas Kendras, ₹178.4 lakh was sanctioned in 2023-24 with ₹88.91 lakh released, and ₹84.55 lakh sanctioned in 2025-26 with ₹42.27 lakh released.
Dharti Aaba Janjati Gram Utkarsh Abhiyan (DAJGUA)
The broader DAJGUA initiative shows comprehensive progress across multiple ministries. PM Ujjwala Yojana sanctioned 105,511 LPG connections with 5,614 distributed to ST beneficiaries. Education infrastructure includes 40 hostels sanctioned under Samagra Shiksha and 527 Ashram Schools & Hostels units sanctioned by MoTA, with 351 tenders floated and 320 works started. Skill development shows 5 JSS Tribal Skill Centres sanctioned and operational, covering beneficiaries through various programs.
Livelihood initiatives include Department of Fisheries covering 1,239 beneficiaries under PMMSY with project cost of ₹1,238.95 lakh, and National Livestock Mission covering 284 beneficiaries with ₹100 lakh utilized. Tribal entrepreneurship support includes 5 Tribal Mobile Medical Corps units sanctioned with 4 work started, and 100 Community Forest Rights Management units approved with ₹1,600 lakh sanctioned and fully released.
Education and Scholarship Programs
Scholarship implementation shows consistent growth over three financial years: Post-Matric Scholarship beneficiaries increased from 213,957 in 2023-24 to 252,391 in 2025-26; Pre-Matric Scholarship grew from 106,691 to 125,832; National Fellowship for ST students increased from 142 to 207; and Top Class Scholarship grew from 73 to 129 beneficiaries.
Eklavya Model Residential Schools show significant infrastructure development with 114 schools sanctioned across Odisha, of which 47 are functional, 62 completed, 45 in progress, and 7 in pre-construction stage as of June 30, 2026. Enrollment has shown steady growth from 7,317 students in 2021-22 to 13,367 students in 2025-26, representing substantial expansion of educational access for tribal students.
Pradhan Mantri Janjatiya Vikas Mission (PMJVM)
Under PMJVM infrastructure development from 2013-14 to 2025-26, TDCCOL Bhubaneswar sanctioned 100 Haat Bazars, 35 Storage Godowns, and 4 Processing Units/cold storage facilities, though none have been developed to date. Van Dhan Vikas Kendras show 170 VDVKs sanctioned supporting 50,094 beneficiaries, with 152 operational centers currently functioning.
