Odisha Science & Technology Integration Roadmap

Union Minister of State for Science & Technology and Earth Sciences, Dr Jitendra Singh, and Odisha's Science & Technology Minister, Shri Krushna Chandra Patra, have finalized an integrated science and technology roadmap for Odisha that brings together multiple strategic initiatives. The meeting resulted in the expansion of the Institute of Life Sciences, Bhubaneswar, belonging to the Department of Biotechnology, Government of India, with the provision of an additional 50 acres of land from the Odisha State Government to support its future growth.

The comprehensive plan focuses on leveraging Odisha's Eastern Coastal Region to play a greater role in India's nuclear and marine roadmap through coordinated efforts involving Central scientific institutions and the State Government. The approach moves from individual institutional initiatives toward a connected ecosystem spanning ocean resources, critical minerals, life sciences, space technology, and technology-led economic development.

Key Strategic Initiatives

A central component is the Odisha Marine Biotechnology Research & Innovation Corridor (OMBRIC), which is being developed as a collaborative platform with partnerships already established with IIT Bhubaneswar, Berhampur University, Fakir Mohan University, NIT Rourkela, IISER Berhampur, and the Institute of Life Sciences. The next phase will align this institutional network more closely with Earth Sciences, CSIR, and the Department of Biotechnology.

The Space Applications Centre in Odisha was discussed for closer alignment with ISRO, including the possibility of developing a Space Research and Manufacturing Centre in Public-Private Partnership (PPP) mode. This ecosystem would bring together government institutions, national space agencies, research organizations, and industry for space applications, research, technology development, and manufacturing.

Rare Earth and Mineral Development

Odisha's role in the emerging Rare Earth ecosystem is significant, with the Union Budget 2026–27 announcing dedicated Rare Earth Corridors in Odisha, Kerala, Andhra Pradesh, and Tamil Nadu. The initiative focuses on mining, processing, research, and manufacturing to build an integrated domestic value chain for rare earths and strengthen India's capabilities in advanced materials and strategic sectors. Odisha already has an important presence in the rare-earth ecosystem, including facilities associated with India's rare-earth processing activities.

Marine and Coastal Development

The Deep Ocean Mission and opportunities in deep-sea fisheries form part of the broader coastal development agenda. Odisha has recently advanced its Odisha Deep Sea Fishing Mission (2026–2036), aimed at unlocking offshore and deep-sea fisheries potential and developing stronger value chains around the marine economy. The state's extensive coastline and marine biodiversity provide opportunities for biotechnology applications across bio-resources, health, food, materials, and environmental solutions.

Additional Components

The proposed Science City in Odisha was discussed as a public-facing component for scientific awareness, innovation, and experiential learning. The meeting also covered Odisha's participation in the forthcoming 'Swachh Sagar, Surakshit Sagar' campaign, with several coastal districts participating in coastal cleanliness activities and marine environment protection initiatives.

The convergence of marine resources, biotechnology, critical minerals, space technology, and scientific infrastructure provides Odisha an opportunity to build a distinctive science-led development model for the Eastern Coastal Region while contributing to India's objectives of technological self-reliance and sustainable utilization of natural resources.
