PAIMANA Platform Overview

PAIMANA (Project Assessment, Infrastructure Monitoring and Analytics for Nation-Building) is a web-based platform launched on 25 September 2025 by the Ministry of Statistics and Programme Implementation (MoSPI) for monitoring Central Sector infrastructure projects in India costing ₹150 crore or more. The platform replaces the earlier OCMS-2006 system and serves as the central monitoring mechanism for infrastructure project governance.

Performance Monitoring Dashboard Expansion

On 16th April 2026, PAIMANA launched a Performance Monitoring Dashboard that tracks infrastructure performance across major sub-sectors through a comprehensive set of indicators. The dashboard has been expanded to 165 indicators, including 54 new additions, with distribution across sub-sectors as follows: Civil Aviation (31 indicators), Roads (8), Power (14), Ports, Shipping & Waterways (62), Telecommunications (13), and Railways (37). The indicator framework was developed in consultation with the National Institute of Public Finance and Policy (NIPFP) and aligns with the Harmonized Master List of Infrastructure (2022) issued by the Department of Economic Affairs.

Infrastructure Project Monitoring Data

As of June 2026, PAIMANA monitors 1,847 ongoing projects across 17 Central Ministries and Departments with a total revised cost of ₹40.54 lakh crore. Expenditure on these projects has reached ₹21.97 lakh crore, representing 54.18% of the revised cost. The projects include 769 mega projects (each costing ₹1,000 crore or more) worth ₹30.51 lakh crore and 1,078 major projects (each costing ₹150-1,000 crore) worth ₹5.10 lakh crore.

Ministry-wise Project Distribution

The Ministry of Road Transport & Highways manages the largest number of projects with 1,022 projects (55% of total) worth ₹9.89 lakh crore (24% of total value). The Ministry of Railways is implementing 255 projects (14%) worth ₹8.69 lakh crore (21%). Other significant ministries include: Ministry of Coal (121 projects worth ₹2.22 lakh crore), Ministry of Petroleum & Natural Gas (105 projects worth ₹4.33 lakh crore), Ministry of Power (98 projects worth ₹5.71 lakh crore), Ministry of Housing & Urban Affairs (50 projects worth ₹3.65 lakh crore), and Department of Water Resources, River Development & Ganga Rejuvenation (40 projects worth ₹2.04 lakh crore).

Project Completion Status and Sector Focus

Approximately 709 projects (~39%) have exceeded 80% physical progress, while 337 projects (~19%) have passed 80% financial completion. The Transport & Logistics sector leads with 1,341 projects worth ₹22.32 lakh crore, reflecting the government's focus on connectivity infrastructure.

Technical Features and Integration

The platform features API-based data exchange with DPIIT's IPMP/IIG systems, with over 60% of projects being updated automatically through APIs from respective Ministries' MIS systems. The PAIMANA-CRIP module launched on 8th July 2026 replaces DPIIT's Integrated Project Monitoring Portal and serves as the Central Repository of Infrastructure Projects, providing data for PRAGATI, PMG, and other review mechanisms.

Monitoring Approach and Stakeholder Engagement

The revamped monitoring approach shifts from measuring sectoral outputs to assessing multi-dimensional infrastructure performance across dimensions of access, quality, fiscal cost & revenue, utilization, and affordability. Stakeholders including concerned Ministries and Departments receive regular updates through monthly review meetings and have access to tailored dashboards with login credentials for direct portal access.
