PAIMANA Infrastructure Monitoring Platform Overview
PAIMANA (Project Assessment, Infrastructure Monitoring and Analytics for Nation-Building) is a web-based platform launched on 25 September 2025 by the Ministry of Statistics and Programme Implementation (MoSPI) for monitoring Central Sector infrastructure projects in India costing ₹150 crore or more. The platform replaces the earlier OCMS-2006 system and represents a significant advancement in infrastructure governance through data-driven monitoring and analytics.
Platform Expansion and Integration
On 8th July 2026, MoSPI launched PAIMANA-CRIP module, replacing DPIIT's Integrated Project Monitoring Portal (IPMP), which is envisioned to evolve as the Central Repository of Infrastructure Projects. The platform now serves as the data source for PRAGATI (Pro-Active Governance and Timely Implementation), PMG, and other review mechanisms. Over 20+ Ministries/Departments/Implementing Agencies regularly update project information through data entry or API modes, with 60% of projects being updated automatically through APIs from respective Ministries' MIS or web platforms.
Performance Monitoring Dashboard
Launched on 16th April 2026, the Performance Monitoring Dashboard tracks infrastructure performance across major sub-sectors through 165 indicators, expanded from the previous set by adding 54 new indicators. The dashboard uses a comprehensive indicator framework developed in consultation with the National Institute of Public Finance and Policy (NIPFP), aligned with the Harmonized Master List of Infrastructure (2022) issued by the Department of Economic Affairs. The indicators are compiled from official data provided by concerned Ministries and updated periodically, presented through interactive visualizations and analytical tools.
The indicator distribution across sub-sectors as of 16th July 2026 shows: Civil Aviation (31 indicators), Roads (8 indicators), Power (14 indicators), Ports, Shipping & Waterways (62 indicators), Telecommunications (13 indicators), and Railways (37 indicators), totaling 165 indicators.
Infrastructure Project Statistics
As of June 2026, PAIMANA monitors 1,847 ongoing projects across 17 Central Ministries and Departments with a revised cost of ₹40.54 lakh crore. Spending has reached ₹21.97 lakh crore, representing 54.18% of the revised cost. The projects show advanced completion stages: 709 projects (~39%) exceed 80% physical progress, and 337 projects (~19%) have passed 80% financial completion.
The project portfolio includes 769 mega projects (each costing ₹1,000 crore or more) worth ₹30.51 lakh crore, and 1,078 major projects (each costing ₹150–1,000 crore) worth ₹5.10 lakh crore.
Ministry-wise Project Distribution
The Transport & Logistics sector leads with 1,341 projects worth ₹22.32 lakh crore. Ministry-wise breakdown shows: Ministry of Road Transport & Highways manages 1,022 projects (55% of total) with revised cost of ₹9.89 lakh crore (24% share); Ministry of Railways implements 255 projects (14%) with revised cost of ₹8.69 lakh crore (21%); Ministry of Coal runs 121 projects (7%) with revised cost of ₹2.22 lakh crore (6%).
Other significant ministries include: Ministry of Petroleum & Natural Gas (105 projects, ₹4.33L cr), Ministry of Power (98 projects, ₹5.71L cr), Ministry of Housing & Urban Affairs (50 projects, ₹3.65L cr), and Department of Water Resources, River Development & Ganga Rejuvenation (40 projects, ₹2.04L cr). The remaining 156 projects (8%) with revised cost of ₹4.02 lakh crore (10%) span across Ministries of Higher Education, Civil Aviation, Steel, Telecommunications, Labour & Employment, Ports, Shipping & Waterways, Health & Family Welfare, Mines, DPIIT, and Sports.
Enhanced Monitoring Approach
The revamped approach shifts from measuring sectoral outputs to assessing multi-dimensional infrastructure performance across five dimensions: access (availability), quality (reliability), fiscal cost & revenue (financial resource allocation), utilization (efficiency), and affordability (economic accessibility). This categorization enables more holistic evaluation and informed policy decisions.
Stakeholder Engagement
Stakeholders receive regular updates through monthly review meetings and data analytics generated within PAIMANA. Each Line Ministry and Department has login credentials for tailored dashboards, allowing direct access to review project progress. The platform strengthens infrastructure oversight, promotes evidence-based policymaking, and supports sustainable and inclusive infrastructure growth nationwide.
