The Department-related Parliamentary Standing Committee on Education, Women, Children, Youth and Sports presented its 379th Report on Action Taken by the Government on Recommendations pertaining to the Ministry of Women & Child Development's 2025-26 Demands for Grants. The report was adopted on 21st May 2026 and presented on 16th June 2026.

Regarding adolescent skilling programs, the Committee noted that as of 13th October 2025, 6,263 adolescent girls had been mobilized across 27 districts in 19 States under a Special Pilot for skilling in convergence with MSDE. However, only 368 girls had completed training, with training currently underway for 468 more. The Committee recommended close monitoring to address bottlenecks and ensure expeditious training for the remaining mobilized girls, along with a phased roadmap for nationwide expansion.

For Manipur, the Committee acknowledged support through existing schemes like Mission Vatsalya, Mission Shakti and Mission Poshan 2.0, including 78 approved Child Care Institutions. However, they observed that the extraordinary humanitarian situation involving large numbers of internally displaced women and children in relief camps required more than existing schemes could provide. The Committee recommended a focused assessment of relief camp conditions, consideration of additional funds or flexibilities under existing schemes, and improved monitoring of service delivery for nutrition, shelter and care.

On early childhood care education (ECCE), the Committee noted the formation of Task Forces, joint consultations with the Education Ministry, a Joint Advisory in April 2025, and Guidelines on co-location of Anganwadi Centres within Government Primary Schools in September 2025. However, they observed that prolonged committee formations since 2021 indicated implementation delays. The Committee recommended a dedicated national mission with clear targets and timelines to strengthen coordination and accelerate co-location of Bal Vatikas and Anganwadi Centres.

Regarding the Palna Scheme under Mission Shakti, the Committee appreciated efforts to provide whole-day childcare for children aged six months to six years. However, they noted that the current 7.5 hours of day-care may not meet the needs of working women in full-time, informal or shift-based employment who require longer childcare support. The Committee recommended converting Anganwadis into full day-care centres with at least 10 operational hours and developing a clear roadmap for progressive expansion to all Anganwadi Centres.

Under Mission Shakti's Nari Adalat scheme, the Committee noted under-utilization of funds due to procedural delays in transition to Single Nodal Agency modules, delayed submission of Utilization Certificates, and the scheme being piloted in only two States/UTs. They recommended addressing systemic delays, facilitating faster onboarding of States/UTs, and streamlining submission processes.

For One Stop Centres (OSCs), the Committee appreciated standardization and capacity building efforts but noted unresolved concerns about inadequate staffing levels, low remuneration of contractual staff, and irregular salary disbursement by State Governments. They recommended strengthened monitoring mechanisms and closer engagement with States/UTs to address human resource issues. While acknowledging digitization progress, integration with ERSS-112, and increased OSC numbers, the Committee noted that many OSCs remain non-operational and lack full integration with Women Helplines, recommending time-bound operationalization and complete integration.
