The Department of Pension & Pensioners' Welfare is conducting its 5th Nationwide Digital Life Certificate Campaign from November 1 to 30, 2026, across 2000 districts and cities in India. This represents the largest-ever Digital Life Certificate campaign undertaken, with guidelines officially notified through an Office Memorandum dated August 13, 2026.

The campaign adopts a 'Whole of Government' approach involving coordination with 19 pension disbursing banks, India Post Payments Bank (through 785 district post offices), 56 Pensioners' Welfare Associations, the Controller General of Defence Accounts (CGDA), Department of Telecommunications (DoT), Railways, Employees' Provident Fund Organisation (EPFO), State Governments, Unique Identification Authority of India (UIDAI), and Ministry of Electronics and Information Technology (MeitY). The primary objective is to reach pensioners in the remotest corners of the country.

A major focus is on promoting Face Authentication Technology for Digital Life Certificate generation, with technical support provided by MeitY and UIDAI. This technology offers a seamless and fast mode for DLC generation that works on both Android and iOS platforms, specifically designed for convenience of elderly pensioners. The campaign targets achieving 2.30 crore Digital Life Certificates overall, with 1.50 crore specifically through Face Authentication technology.

Extensive publicity and outreach efforts include support from DD, AIR, and PIB teams for audio, visual, and print media coverage. Additional awareness measures comprise SMS campaigns, social media engagement using #DLCCampaign5, jingles, and short films. The campaign will be conducted in an 'Utsav' mode offering additional services including health check-ups and Aadhaar updation for pensioners, with doorstep services provided where required. Dedicated grievance officers will handle DLC-related issues with an immediate resolution approach.

Senior officials from the Department of Pension & Pensioners' Welfare will monitor the campaign through on-ground reviews in identified states, while stakeholders will organize Mega Camps in areas with high pensioner concentrations, attended by senior DPPW officials.
