PM GatiShakti National Master Plan Five-Year Progress Report

The PM GatiShakti National Master Plan (PMGS NMP), launched by Prime Minister Narendra Modi in October 2021, has completed five years of operation, marking significant progress in integrated infrastructure planning and development across India. The geospatial digital platform was developed indigenously under Atmanirbhar Bharat by the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N).

Platform Scale and Integration

The platform has integrated more than 1,800 data layers covering 58 Central Ministries/Departments and all 36 States/Union Territories. It has facilitated the development and integration of more than 65 software modules/tools and over 100 mobile and web applications, creating a comprehensive geospatial planning ecosystem that supports infrastructure, economic, and social-sector development.

Project Evaluation and Investment

The Network Planning Group (NPG) has evaluated over 400 infrastructure projects worth approximately ₹20.23 lakh crore based on PM GatiShakti principles. The evaluation framework emphasizes integrated planning of multimodal infrastructure, last-mile connectivity to economic and social nodes, intermodal connectivity, improved logistics efficiency, and synchronized project implementation.

Expansion and Evolution

The initiative has expanded beyond conventional infrastructure planning to support social-sector development and area-based planning at the district level, including planning for roads, schools, healthcare facilities, water pipelines, and other essential services. In September 2025, the PM GatiShakti Public platform was launched through the Unified Geospatial Interface (UGI), extending selected data-analytics capabilities to private entities and the general public.

Phased Implementation Timeline

The platform progressed through successive phases: during 2022–23, eight key infrastructure Ministries were onboarded and 71 projects evaluated; in 2023–24, social-sector integration was undertaken with 1,463 data layers and all 36 States/UTs onboarded; during 2024–25, economic-sector integration was undertaken, the District Master Plan launched, and 121 projects evaluated; in 2025–26, the public platform/UGI, Knowledge Management System (KMS), Decentralized Data Uploading and Management System (DUMS), and PMGS-NMP Dashboard were launched, with 352 projects evaluated by February 2026.

Institutional Development

The Union Cabinet has approved the establishment of the Integrated Transport and Logistics Authority (ITLA) to strengthen research, planning, appraisal, monitoring, and impact assessment within transportation and logistics domains. This authority aims to strengthen multimodal infrastructure connectivity, improve infrastructure efficiency, reduce logistics costs, and enhance India's global logistics competitiveness.

As India advances towards the Viksit Bharat 2047 vision, PM GatiShakti provides a framework for coordinated infrastructure planning, multimodal connectivity, and improved logistics efficiency, contributing to the development of an integrated, efficient transport and logistics ecosystem.
