PM GatiShakti National Master Plan Infrastructure Coordination

The PM GatiShakti National Master Plan (PMGS NMP), launched in October 2021, represents a transformative 'Whole of Government' approach that brings together various Central Ministries/Departments and States/UTs to ensure integrated planning and coordinated execution of infrastructure projects. The initiative utilizes geospatial data, satellite imagery, and API integration to facilitate data-driven decision making for infrastructure development, including social infrastructure projects, aiming to provide seamless connectivity for movement of people, goods, and services while enhancing last-mile connectivity and reducing travel time.

Project Evaluation and Implementation Status

The Network Planning Group (NPG) constituted under the PM GatiShakti framework has evaluated 396 infrastructure projects with a total estimated cost of ₹18,66,539 crore. Of these projects, 256 have been sanctioned and 198 are currently under implementation. The ministry-wise breakdown shows Ministry of Road Transport and Highways leads with 171 projects worth ₹9,01,668 crore (108 sanctioned, 53 under implementation), followed by Ministry of Railways with 162 projects worth ₹5,43,315 crore (102 sanctioned, all 102 under implementation), and Ministry of Housing and Urban Affairs with 31 projects worth ₹2,88,614 crore (17 sanctioned, 17 under implementation).

Other significant contributors include Ministry of Petroleum and Natural Gas (4 projects, ₹9,271 crore), Ministry of Ports, Shipping and Waterways (3 projects, ₹49,759 crore), Ministry of Civil Aviation (6 projects, ₹10,005 crore), NICDC (12 projects, ₹28,693 crore), Ministry of New and Renewable Energy (1 project, ₹20,774 crore), Ministry of Electronics and Information Technology (1 project, ₹4,680 crore), and Ministry of Textiles (5 projects, ₹9,760 crore).

Economic Impact and Logistics Efficiency

Government assessments and independent studies indicate significant positive impacts from integrated planning initiatives. According to a 2025 assessment by DPIIT in collaboration with National Council of Applied Economic Research (NCAER), logistics cost in India has reduced to 7.9% of GDP, putting it at par with advanced economies. The Economic Survey 2023-24 highlighted that these measures have improved domestic manufacturing and export competitiveness. A study by Indian Institute of Management, Bangalore found that every rupee spent on National Highway development leads to a ₹3.2 increase in Gross Domestic Product.

Platform Expansion and Stakeholder Engagement

The initiative has onboarded 58 Central Ministries/Departments and all 36 States/UTs, covering infrastructure sectors including road, rail, ports & waterways, power, petroleum & natural gas, civil aviation, telecommunications, and industrial corridors. The PM GatiShakti public platform (ugi.pmgatishakti.gov.in) launched in September 2025 provides private entities and general public access to data analytics through a query-based mechanism. The platform integrates 1800 data layers, over 65 software modules/tools, and more than 100 mobile/web applications. States are encouraged to expand use for district level planning, with continuous expansion planned for additional data layers and analytical tools.
