The PM characterized Artificial Intelligence as one of the most transformative technologies ever created by humanity, noting its impact on scientific research, governance effectiveness, and empowerment of healthcare, education, and manufacturing sectors.
India presented its MANAV vision at the AI Impact Summit this year, emphasizing human-centric AI development that prioritizes empowering ordinary people rather than merely increasing machine power. This approach aligns with the Pope's recent message emphasizing human values, inclusivity, and meaningful human control as the foundation of AI development.
The PM highlighted the critical importance of ensuring child safety in AI rollout, noting AI's potential to provide education in native languages, enhance creativity, and personalize learning, while also warning of risks including misinformation, deepfakes, and exploitation without proper safeguards. He emphasized that the difference between positive and negative outcomes lies in values, design choices, and governance frameworks rather than the technology itself.
Regarding cybersecurity, the statement noted that frontier AI models create unprecedented opportunities, but stressed that no country can be truly secure unless all countries are secure, characterizing cyberspace as a Global Public Good. The PM advocated for broad and inclusive access to AI technologies for democratic nations to protect critical information infrastructure and address cyber threats.
The PM proposed a four-point framework for integrated AI development: First, promoting safe-by-design AI systems where safety is a fundamental design element from the beginning rather than an afterthought. Second, developing common standards, testing frameworks, and regulatory sandboxes for AI deployment, drawing lessons from global cooperation in civil aviation and maritime transport. Third, strengthening global cooperation to combat deepfakes, misinformation, and cyber fraud through technologies like digital watermarking and content authentication tools. Fourth, ensuring AI benefits reach all Global South countries to make AI a force for inclusion and shared progress rather than widening existing divides.
The statement concluded that India's AI policy must ensure AI expands human potential, empowers informed choices, and protects human dignity, with continued engagement and collaboration with all partners on this issue.
