PM Modi Inaugurates ₹3,350 Crore Development Projects in Ladakh

Prime Minister Narendra Modi inaugurated five major development projects worth approximately ₹3,350 crore in Ladakh via video conferencing on October 15, 2026. The projects are designed to enhance travel infrastructure, improve electricity and water access, and preserve ancient heritage in the region. The Prime Minister emphasized that these initiatives represent a new chapter in Ladakh's development since it became a Union Territory in 2019.

Key Infrastructure Projects

The centerpiece projects include the ₹650 crore Kushok Bakula Rinpoche Airport terminal in Leh, which triples flight capacity and expands annual passenger handling from 10 lakh to 35 lakh passengers. This terminal is India's first to feature geothermal heating alongside solar energy usage. The ₹2,500 crore Nimmu–Padum–Darcha road significantly reduces travel time from 12 hours to just 3 hours, expected to boost local commerce and connectivity.

Energy and Water Infrastructure

The Prime Minister dedicated the Hanu hydroelectric project and its associated transmission network, noting ongoing modern power generation initiatives in Puga Valley. Additionally, 40 newly constructed reservoirs developed under Project Amrit Him Sarovar were inaugurated, designed to support the agrarian economy by providing irrigation water to farmers during critical cultivation cycles.

Comprehensive Development Metrics

Since 2019, Ladakh has witnessed substantial infrastructure growth: the road network expanded from 1,800 kilometers to over 4,000 kilometers, major bridges increased from 19 to nearly 75, helipads grew from 7 to over 40, tap water coverage surged from 3.5% to nearly 99% of households, and hospital beds doubled. The ongoing Zojila Tunnel project will provide all-weather national connectivity.

Economic and Social Development Initiatives

The government is promoting winter and adventure tourism, with over 40 border settlements being upgraded under the Vibrant Villages program. Local homestays multiplied from roughly 150 to 3,000, while protected cultivation resulted in 11,000 operational greenhouses across the region. In August 2026, the government approved the establishment of a High Court Bench for Ladakh to streamline governance and legal access.

Digital and Educational Infrastructure

Digital connectivity expanded through BharatNet and high-speed internet across remote areas, enabling e-governance, online education, and global market integration for local businesses. Educational initiatives include the construction of a major Center of Excellence in Leh and advancing proposals for satellite campuses of IIT Jammu and IIM Jammu to provide advanced education and research opportunities locally.

Sports and Cultural Preservation

A new sports policy implementation aims to nurture athletic talent in ice hockey, winter sports, and mountaineering with enhanced training facilities. The Prime Minister inaugurated India's first Petroglyph Conservation Park in Leh to safeguard historic rock art and preserve Buddhist traditions and cultural heritage. The government is also strengthening global market branding for local products including sea-buckthorn, handicrafts, GI-tagged apricots, high-altitude floriculture, and traditional Pashmina crafted by the Changpa community.
