Implementation Status of PM RAHAT Scheme

The Ministry of Road Transport & Highways has provided an implementation update on the PM RAHAT (Road Accident Victims' Hospitalisation and Assured Treatment) scheme, which was launched nationwide on 13th February 2026 under Section 162 of the Motor Vehicles Act, 1988. The scheme aims to reduce road accident fatalities by ensuring timely medical care during the critical Golden Hour period following accidents.

The scheme provides treatment coverage of up to ₹1.5 lakh per victim, subject to a maximum of 7 days from the date of accident on any category of road. Coverage is available to all victims involved in road accidents caused by motor vehicles.

As of 31st July 2026, a total of 22,481 victims have benefited from the scheme across 34 States and Union Territories. State Health Agencies have approved claims amounting to ₹12.59 crore against the total claims raised by hospitals, with ₹10.56 crore already disbursed to hospitals.

State-wise Implementation Data

Gujarat leads with 7,036 cases approved, followed by Madhya Pradesh with 6,761 cases and Assam with 2,091 cases. The data shows significant variation in implementation across states, with the top 10 states accounting for the majority of beneficiaries. The total cases break down as 18,149 approved cases, 3,674 cases discharged due to no police response within prescribed timelines, and 658 life-threatening cases not found eligible by State Police.

Hospital Designation and Compliance

Under scheme guidelines notified vide S.O. 2489 (E) dated 4th June 2025, designated hospitals including those empanelled under Ayushman Bharat PM-JAY that comply with National Health Authority guidelines are automatically designated for this scheme. States and UTs are advised to designate and onboard additional hospitals based on NHA guidelines dated 20th May 2025.

Denial of admission or treatment under the scheme constitutes non-compliance, and States/UTs are empowered to take action under clinical establishment laws, including the Clinical Establishments (Registration and Regulation) Act, 2010, or corresponding state laws. Hospital empanelment guidelines provide for disciplinary proceedings, suspension, and de-empanelment for non-compliance.

Emergency Response Integration

The scheme has established convergence with the 112 Emergency Response Support System (ERSS) to ensure victims reach hospitals within the Golden Hour. Victims or Good Samaritans can dial 112 to obtain details of the nearest designated hospital and seek ambulance support.
