PM-SETU Strengthens Industry-Led ITI Transformation with ₹735.70 Crore Approval

The 5th National Steering Committee (NSC) meeting of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) was held under the chairpersonship of Smt Debashree Mukherjee, Secretary, Ministry of Skill Development and Entrepreneurship (MSDE). The committee approved Strategic Investment Plans (SIPs) with an aggregate project outlay of ₹735.70 crore for ITI clusters in Rajasthan, Uttar Pradesh, and Telangana.

This approval raises the cumulative PM-SETU investment to ₹2,171 crore across 9 ITI clusters nationwide, accelerating the creation of modern, industry-led and future-ready ITIs. The approved plans provide for investments in infrastructure modernization, upgradation of existing trades, introduction of new long-term and short-term courses, and strengthening of operational capabilities.

Cluster-wise Investment Breakdown

The NSC approved three specific Strategic Investment Plans: Rajasthan received ₹241.00 crore for the Bhiwadi ITI cluster with H.G. Infra Engineering Limited as anchor partner, comprising Government ITI Bhiwadi as Hub with Government ITI Alwar, Government ITI Neemrana, Government ITI Tijara and Government ITI Kishangarh Bas as Spokes. Telangana received ₹254.30 crore for the Medchal ITI cluster with M/s ZEN Technologies Limited as anchor partner, comprising Government ITI Medchal as Hub with Government ITI Alwal, Government ITI Shameerpet, Government ITI Kukunoorpally and Government ITI Siddipet as Spokes. Uttar Pradesh received ₹240.40 crore for the Meerut ITI cluster with National Skill Development Corporation (NSDC) as implementing partner, comprising Government ITI Saket Meerut as Hub with Government ITI Ghaziabad, Government ITI Hapur, Government ITI Gautam Buddha Nagar and Government ITI Baghpat as Spokes.

Implementation Milestone

A significant milestone was achieved with the signing of the Shareholders' Agreement (SHA) among H.G. Infra Engineering Limited, the Government of Rajasthan and the Ministry of Skill Development and Entrepreneurship (Government of India) in the presence of Shri Sandeep Verma, Additional Chief Secretary of Department of Skill Employment and Entrepreneurship, Government of Rajasthan. This marks the formal commencement of implementation activities for the Bhiwadi ITI Cluster and makes Rajasthan the first state in the country to execute an SHA under the PM-SETU scheme.

The scheme adopts an industry-led, cluster-based approach where a Hub ITI is supported by a network of Spoke ITIs, enabling coordinated investment, modernization and delivery of industry-relevant skills. The SIPs were evaluated and recommended by respective State Steering Committees before being placed before the National Steering Committee, which included representatives from multilateral development banks and industry partners.
