PM VIKAS Scheme Implementation Update
The Ministry of Minority Affairs provided an implementation update on the PM VIKAS scheme, which aims to advance skill development and entrepreneurship for minority communities. The scheme guidelines were approved in January 2025 and are being implemented through 59 Project Implementing Agencies across three components: skilling and training, women leadership and entrepreneurship, and education.
As of the latest data, the scheme has enrolled a total of 80,918 candidates across various states and union territories. Uttar Pradesh recorded the highest enrollment with 17,634 candidates, followed by Assam with 14,521 candidates and Punjab with 8,349 candidates. Other significant enrollments include Jammu and Kashmir (7,491), Jharkhand (5,593), Maharashtra (5,216), and Madhya Pradesh (4,161). Several states showed lower enrollment numbers, with Manipur having only 60 enrolled candidates, Meghalaya 510, Nagaland 370, and West Bengal 284. Sikkim reported no enrollments.
The implementation review has identified areas requiring strengthening, particularly in enhancing industry linkages and placement opportunities. The government is focusing on increasing apprenticeships, On-the-Job Training (OJT), verified placements, and aligning training programs with emerging and future skill requirements.
The scheme employs a multi-pronged approach to improve employment outcomes and self-employment opportunities. This includes providing industry-aligned skilling in emerging sectors through reputed institutions and industry-linked Project Implementing Agencies. Additional support mechanisms include career counselling, entrepreneurship development training, mentoring support through Business Mentors/Udyami Mitras, and integration of credit linkages with the National Minorities Development & Finance Corporation (NMDFC) to facilitate access to concessional finance for self-employment and enterprise development.
The Ministry conducts regular review meetings with Project Implementing Agencies, National Skill Development Corporation (NSDC), Awarding Bodies, and other stakeholders to assess progress, address operational challenges, and strengthen implementation. The information was formally presented by Union Minister of Minority Affairs Shri Kiren Rijiju in a written reply to the Rajya Sabha.
