PMJVK Scheme Overview and Financial Performance
Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme of the Ministry of Minority Affairs focused on creating community infrastructure in Minority Concentration Areas across India. The scheme covers sectors including health, skill development, education, women-centric projects, drinking water supply, sanitation, sports, renewable energy, and other community infrastructure.
Over the last five financial years, the scheme demonstrated significant budget volatility. Budget Estimates (BE) started at ₹1,390.00 crore in 2021-22, peaked at ₹1,913.97 crore in 2025-26, but saw a sharp reduction to ₹600.00 crore in 2023-24. Revised Estimates (RE) showed similar fluctuations, ranging from ₹500.00 crore in 2022-23 to ₹1,565.00 crore in 2025-26. Actual expenditure followed this pattern with ₹1,266.36 crore spent in 2021-22, dropping dramatically to ₹104.58 crore in 2022-23, then recovering to ₹1,563.87 crore in 2025-26. Total allocation across five years was ₹6,464.87 crore with actual expenditure of ₹4,078.92 crore.
State-wise Fund Distribution
PMJVK operates as a demand-driven scheme without pre-allocated state-wise budgets. Funds are released based on eligible project proposals from states/UTs meeting prescribed guidelines. The distribution shows significant regional variation over the 2021-26 period.
Major recipients included Arunachal Pradesh (₹197.61 crore), Assam (₹486.55 crore), Manipur (₹316.64 crore), Mizoram (₹256.60 crore), Nagaland (₹215.42 crore), Sikkim (₹543.15 crore), Tamil Nadu (₹388.78 crore), and Uttar Pradesh (₹292.38 crore). Several states including Delhi, Gujarat, and Jammu & Kashmir received no funds during this period, while Punjab received ₹104.58 crore exclusively in 2022-23.
Project Completion Statistics
Since inception, PMJVK has completed 859,972 infrastructure units across India. West Bengal leads with 344,946 completed units, followed by Uttar Pradesh (201,086 units), Assam (109,798 units), Bihar (28,790 units), and Maharashtra (28,903 units). Other significant completions include Tripura (28,416 units), Karnataka (16,654 units), Jharkhand (12,969 units), Odisha (13,544 units), and Andhra Pradesh (8,271 units). States with minimal completions include Nagaland (9 units), Gujarat (82 units), and Tamil Nadu (111 units).
Quality Assurance and Impact Assessment
No instances of poor quality work have been flagged in any third-party quality assurance audits conducted under the PMJVK Scheme. The Ministry has commissioned independent studies including an Evaluation Study by the Indian Institute of Public Administration (IIPA), New Delhi, and an Impact-cum-Assessment Study by the Development Monitoring and Evaluation Office (DMEO), NITI Aayog. These studies provided evidence-based assessments of the scheme's implementation, impact, efficiency, and sustainability in Minority Concentration Areas, examining infrastructure creation, service delivery, and outcomes while identifying areas for improvement including awareness generation, fund flow, monitoring, and maintenance of assets. Third Party Quality Assurance (TPQA) has been made mandatory for all PMJVK projects across States and Union Territories to institutionalize independent technical oversight.
