The Ministry of Agriculture & Farmers Welfare provided details about the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) in response to a parliamentary query. PMKSY is an umbrella scheme consisting of three components: Accelerated Irrigation Benefit Programme (AIBP) and Har Khet Ko Pani (HKKP) implemented by the Department of Water Resources, River Development & Ganga Rejuvenation under the Ministry of Jal Shakti, and Watershed Development Component (WDC) implemented by the Department of Land Resources under the Ministry of Rural Development.
The scheme provides Central Assistance to States for creation of irrigation potential, command area development, and on-farm development activities. Projects under PMKSY are implemented by State Governments through competitive tendering processes where private contractors and enterprises may participate in accordance with applicable state procurement rules. All works are executed as per State norms, and the scheme explicitly contains no specific provision for private sector investments.
Regarding capacity building, training activities relating to efficient water management are undertaken by implementing States/Union Territories as per scheme guidelines. However, consolidated state-wise data on the number of farmers and field-level workers trained is not maintained centrally.
